Young talents are the key resources for urban development.In the context of the city’s "people grabbing war",it is of great significance to study how to enhance the attraction of the city to young talents,so as to maintain the competitive advantage.In view of this,this study attempts to build an evaluation index system of the attraction of urban young talents and measure it in practice,so as to accurately reflect the attraction of young talents in various cities and provide reference for the urban government to improve the talent work.This paper systematically studies and combs the literature on talent agglomeration and talent attractiveness at home and abroad,and summarizes the practical experience of urban talent attractiveness index at home and abroad.based on the push-pull theory,Florida economic geography theory and Maslow demand hierarchy theory,combined with the existing scholars’ research on relevant indicators,the demand characteristics of young talents are analyzed.A threelevel index system for evaluating the attractiveness of urban young talents is constructed from the four dimensions of economic potential,development opportunities,public services and ecological environment,including 4 first-level indicators,13 second-level indicators and 26 third-level indicators,and synthesize the final index system.In addition,this study actually measures the attractiveness level of young talents in 15 new first-tier cities in 2020,and tests the science and effectiveness of this index system by comparing with other indexes.Finally,on the basis of the actual measurement results,this study combines the results of cluster analysis and proposes strategies to improve the attractiveness of young talents in new first-tier cities according to the different urban agglomerations where the cities are located.The Yangtze River Delta urban agglomeration should restrain housing prices and optimize the living environment;Western cities should promote industrial transformation and accelerate economic development;Pearl River Delta urban agglomerations should optimize public services and make up for shortcomings in development;other northern cities should develop local economies and strengthen innovation and opening up.
