Participatory Evaluation Research On The Government’s Purchase Of Community Social Work Service Projects

With the vigorous advancement of the government’s purchase of social services and the acceleration of social organizations’ participation in social welfare and service provision,the evaluation of social work service projects has gradually developed in the direction of professionalism and professionalism.Social work evaluation has conducted a series of theoretical and practical research from the macro-theoretical model level and the micro-level indicator system level.After decades of development in social work evaluation,the fourth generation of evaluation has begun to have the concept of empowerment,and it has developed from passive exogenous evaluation to active internal evaluation.How to inherit and develop this new evaluation perspective and integrate the concept of participatory action into the evaluation of government purchase of community services is the problem to be solved by this research.This research mainly adopts the field study method.I fully participated in the M Evaluation Project of S District of Shenzhen,that is,the annual evaluation of the government’s purchase of community social work services.I made on-the-spot observation on the evaluation site,grasped the project process and general situation,analyzed the project process and reached relevant conclusions based on in-depth interviews with relevant parties of the project evaluation.Based on empowerment theory and community cooperative governance theory,this study puts forward a new development idea of community social work service project evaluation.The evaluation framework of participatory community project evaluation,including project activity evaluation,project output evaluation,project achievement and impact evaluation,and project effectiveness evaluation,has been established,and the evaluation index system has been improved according to the target level.Through the analysis of the experience of M evaluation project,it can be concluded that the evaluation index is systematic and clear,with strong evaluation directivity,obvious evaluation results,and residents’ participation and empowerment consciousness,but the empowerment is not complete,the evaluation subjects lack coordination and cooperation,and the evaluation standards are vague.Finally,on the basis of empirical analysis,this paper concludes that the practice of participatory community project evaluation is prone to two tendencies:empiricism and formalism.And put forward the comprehensive action strategy of participatory assessment:to improve the organizational form of participatory assessment,clear assessment relationship and responsibility;Optimize the evaluation procedure,build the evaluation personnel team,establish the dynamic supervision and management mechanism,carry out the tracking evaluation;Constructing multi-dimensional and lightweight index system;The construction of appraisal ethics should be strengthened,the form of appraisal professional relationship should be improved,the administration should be de-administrated and the appraisal value and rules should be established.
