The period of the 14 th five-year plan is a new stage for the development of various undertakings in China,a decisive period for promoting the high-quality development of various undertakings and the improvement of the quality of the supply system,and for promoting the balanced development of education,it is of great significance to study the optimal allocation of educational resources.This paper investigates the allocation of Fancun Township’s basic education resources in Kaifeng district of Kaifeng,Henan Province.By investigating the allocation of Fancun Township’s basic education resources from 2018 to 2020,the evaluation contents and standards of the high quality and balanced development supervision of China’s compulsory education and the balanced development supervision of compulsory education in Henan Province are evaluated through the Longitudinal analysis of the time series and the horizontal analysis of the spatial series,analysis of Fancun Township basic education allocation of resources and the specific situation of education resource allocation differences.According to the analysis,the following conclusions are drawn:(1)the dynamic change of Fancun Township students’ source is not consistent with the change of resource allocation,which results in the structural imbalance of basic education resource allocation,it is shown that the quantity and structure of educational resources are different from the requirements of relevant standards.(2)the allocation of basic education resources in Fancun Township needs to be further optimized in terms of the academic qualifications and age structure of teachers,teacher training needs to be improved,the investment in education is insufficient and the allocation is unreasonable,and the allocation of teaching resources is unbalanced.(3)the main causes of the problem of allocation of basic education resources in Fancun Township are: inadequate implementation of education policies by relevant departments;and the disparity between urban and rural areas resulting in the unequal value of education.In addition,this paper analyzes the Coordination of population change and basic education resource allocation,and concludes:(1)the development trend of the gradual decrease of rural population and schools,and the gradual increase of the proportion of urban schools and enrollment.(2)projections of population change and basic education development in Fancun Township.This paper puts forward the following suggestions: First,reduce the number of schools;second,optimize the structure of teachers;third,focus on the integration of resources;fourth,improve the mechanism to stimulate vitality;fifth,strengthen the“Three teams”;sixth,countermeasures and suggestions on strengthening investment and quality evaluation. |
