To revitalize rural areas,education must come first.Compulsory education is the basic guarantee for national education,and teacher resources are the core elements of educational resources.Under the background of the effective connection between the country’s achievements in consolidating poverty alleviation and rural revitalization,the revitalization of rural education must be the meaning of the topic.Rural teachers are the key to support the development of rural education.However,affected by various complex factors such as the restriction of the level of economic development,historical factors and other social factors between and within regions of our country,there are still many problems in the allocation of teacher resources in urban and rural areas during the compulsory education stage,which restricts teachers to play a key role in rural education revitalization.Therefore,under the county-based compulsory education management system,the revitalization of rural education should start from the allocation of urban and rural teacher resources within the county,find the existing problems and find countermeasures,and strive to optimize the allocation of urban and rural teacher resources to better help revitalize rural education.On the basis of summarizing domestic and foreign researches on teacher resource allocation and sorting out relevant national policies,this study clarifies the purpose and ideas of the research.Under the background of G County’s transformation from poverty alleviation to rural revitalization,based on the survey data of teacher resource allocation in rural and urban compulsory education within G county,the allocation of teacher resources in urban and rural areas is measured from three dimensions: teacher quantity,teacher quality and teacher structure.Through the teacher-student ratio and class-teacher ratio of urban and rural teachers,this paper analyzes the problems existing in the quantity allocation of compulsory education teachers in urban and rural areas.Based on the survey data of urban and rural teachers’ educational background,professional matching degree and professional quality,this paper analyzes the differences between urban and rural teachers in teacher quality allocation.By comparing the age,subject and title structure of urban and rural teachers,this paper analyzes the unreasonable problems existing in the structure of teacher resources allocation in urban and rural areas.Based on interviews with relevant leaders and teachers in G County,it is known that the current problems in the allocation of teachers’ resources for compulsory education in urban and rural areas of G County are as follows:in terms of the quantity of teacher resources allocation,there are differences between urban and rural areas,which are mainly manifested in the coexistence of sufficient teachers in urban areas,less teachers in rural areas and structural shortage;In terms of the quality of teacher resource allocation,there is a big difference in the quality of teachers in urban and rural areas.Moreover,rural teachers have low initial educational level,weak professional matching degree and poor professional quality.In terms of the structure of teacher resource allocation,there is also a big difference in the structure of urban and rural teachers,which is mainly manifested as unreasonable age structure,poor discipline structure and unbalanced title structure of rural teachers.These problems in teacher resource allocation are not determined by a single factor,but by the overall planning of the government.Teachers’ mobility system and teachers’ own professional development and other factors jointly influence.In this regard,in order to solve the problems existing in the allocation of urban and rural teacher resources in G County,the following countermeasures are proposed:starting from the perspective of the overall allocation of funds by the government,considering the actual differences in education level and development needs of the region,allocating education funds according to local conditions,optimizing the allocation of urban and rural education resources at the source of funds,and solving the problem of the difference in the allocation of urban and rural teachers;From the level of legal protection and attention to the needs of teachers,it is proposed to improve the teacher flow system,promote the reasonable and orderly flow of teachers within the county,improve the structural stability of urban and rural teacher resource allocation.Starting from the incentive policy,it is proposed to pay attention to the immediate needs of teachers and break through the existing incentive dilemma.Only in this way can incentive policies and measures really play their role and improve the quality level of urban and rural teacher resource allocation;Starting from the teachers themselves,this paper proposes to create a professional development environment to improve the level of teachers’ professional development.In short,from the perspective of rural revitalization,it is necessary to find and solve the existing problems in the allocation of teacher resources in urban and rural areas,so as to better help rural teachers play their role as important talents in rural revitalization. |
