Research On The Data Quality Management Of Heilongjiang Bureau Of Statistics

Quality of statistical data covers not only the quality of the data themselves,but also the quality of the data producing process.As the provincial statistical department,Heilongjiang Bureau of Statistics constantly reinforced the management of statistical data quality and compressively improves the data quality so as to set a sound reference and criterion for governments at various levels,enterprises,scientific and research institutions and general public to make accurate subjective analyses of micro-economy and make scientific decisions.It plays a significant role in meeting the demand of "Four Major Projects" made by the National Bureau of Statistics,drastically improving the authoritativeness and credibility of statistics departments at various levels in Heilongjiang Province and invigorating the economic development in the province.In recent years,Heilongjiang Bureau of Statistics devotes increasingly efforts in the management of statistical data quality,which has scored rewarding achievements,abundant valuable experience and a significant improvement of the statistical data quality.However,due to the limitations in the understanding of the connotation of statistical data quality,the restrictions in resource guarantee as well as the insufficiency of the total management of the data producing process,the data quality and management in Heilongjiang Provincial Bureau of Statistics suffers from a huge gap with that of more developed provinces in China and abroad.In the perspective of public management,the article locates the problems existing in the management of the statistical data quality in Heilongjiang Bureau of Statistics by combining the advanced theories and experiences in data management in China and abroad as well as the researches of the status quo of data quality management in Heilongjiang Bureau of Statistics.The article then puts forwards a strategy to establish statistical data quality management procedures in the Bureau based on Total Quality Management theory and proposes corresponding supporting measures with the view to improving the quality of statistical data quality in Heilongjiang Bureau of Statistics.
