As China’s economic development and people’s living standards stepped into a new phase,people’s demand for higher education increases,and their ability to receive higher education also improves accordingly.Colleges and universities continue to expand enrollment in order to meet people’s heated demand,resulting in an unprecedented number of graduates in recent years.Therefore,the employment of college graduates has become a hot issue and raised widespread concern.Every year,there are corresponding employment policies published to facilitate the employment of college graduates from the national level to the local level and even in college level,which effectively eases the tension of the employment of college graduates.Under the dilemma that both employers and employees are going through a hard time in labor market,this thesis,using of the college graduate employment policy implementation problems in Chongqing as the research object and literature analysis,interview and questionnaire investigation as the method,within the framework of Smith’s Policy Implementation Process Model,and from the following four aspects:idealized policy,policy implementation institution,target groups,and the implementation environment of the policy,analyzes the current situation of the employment policy of college graduates in Chongqing,and also analyzes its the existing problems and causes,and in the meantime,puts forward corresponding suggestions,hoping to provide reference value for other similar cities in China when making the employment policy for college graduates.This thesis is divided into seven parts.The first part is the introduction,which mainly introduces the background of the research,the significance of the topic,and the summary of previous research achievements.The second part is the definition of related concepts and theoretical basis.The concepts of employment and ordinary university and ordinary college are explained,and Smith Model is elaborated and the feasibility of applying this model to this study is illustrated.The third part uses the four factors of Smith’s Model to analyze the current situation of employment policy implementation for college graduates.The fourth part analyzes the problems and causes in the implementation of employment policy for college graduates in Chongqing.It points out the current problems and analyzes its causes in the policy implementation process,such as lack of systematic policy planning,low efficiency of implementation subjects,insufficient ability and the concept needs to be changed of target groups and unattractive environment of policy implementation.The fifth part introduces the experience and lessons learned from the employment policy for college graduates at home and abroad.The sixth part puts forward suggestions.In order to improve the employment policy effect of Chongqing’s college graduates,we need to perfect the policy process,increase publicity of policy,enhance the policy implementation ability of specific executives and institution through reasonable and effective teamwork,improve the policy acceptance and participation by the students,promote the employment ability of the graduates,and further improve the environment for policy implementation.The seventh part is a brief summary of the research.
