Abstract/Summary:
With the promotion of the National Rural Revitalization Strategy,the imbalance of teachers in urban and rural compulsory education has been highly valued by governments at all levels and academia.However,from the perspective of the implementation effect,there are still some problems in many areas,such as the serious aging of some primary and secondary school teachers,the majority of young teachers with insufficient teaching experience,and the concentration of highly educated teachers and teachers with high professional titles in famous schools in urban areas.Taking Z District of Hengyang City as an example,this paper discusses the unbalanced allocation of teachers in urban and rural compulsory education and its causes,and puts forward the corresponding governance strategies.Firstly,by reading a large number of literature,sort out the concepts related to compulsory education and teacher resources,clarify the goal of balanced allocation in urban and rural compulsory education,and list the teacher allocation standards in primary and junior middle schools.Secondly,it analyzes the current situation and problems of Teacher Allocation of compulsory education in primary and secondary schools in Z district.There are four main problems: first,the number of teacher resources is unbalanced;Second,the distribution of teacher resources,academic qualifications and professional titles is very different;Third,the age structure of teacher resource allocation is unreasonable;Fourth,the phenomenon of "City Oriented" flow of teacher resources is more significant.Thirdly,it analyzes the root causes of the problems from many aspects,including the imbalance of urban-rural dual structure,the management system of teacher resource allocation,individual reasons and so on.Finally,it puts forward some strategies,such as improving the policy environment of balanced allocation of teachers,improving the integrated development mechanism of teachers in urban and rural areas,and improving the guarantee of teachers’ comprehensive treatment system in rural areas,hoping to better solve the imbalance of teachers in urban and rural compulsory education,so as to promote the sustainable development of urban and rural education in China.
