Researching On The Practical Strategy Of "Three Societies Linkage" Under Theory Of The Collaborative Governance

With the continuous development of economy and society,the life of community residents has been greatly satisfied and higher requirements have been put forward for the quality and level of community services.The traditional means of governing don’t apply to the actual needs of the community.After years of practicing of the "Three societies linkage" service,the advantages of social organizations and social work with professionalism and flexibility have become obvious and the professional development of the talent teams has proved that the flexible means adopted by them can better solve the service problems of community residents.The service of "Three societies linkage ",originating from the community,which is the most effective model of "softing governance" of community governing and can make full use of the authoritative power and platform of the community,play role in the carrier advantages of social organizations and the professional support advantages of social work,and achieving complementary advantages.For a long time,The "Three societies linkage" service has been dominated by too much administration,less coordination and coordination,and the "Community,social organization and social work" represent different forces with different interests and demands,resulting in an imbalance in the cooperation between the community,social organizations and social work,and the lack of effective coordination and interaction.The innovation of community governance in the new era requiring improve the ability of the services of the community governance,realizing the effective supply of community services,and increasing the participation of community residents,which puts forward higher requirements for the "Three societies linkage" of communities,social organizations and social work,and requires the "Community,social organization and social work" in the link to cooperating equally,maintaining synergy,and achieving good cooperation.In this study,taking the "Three societies linkage" service of the practice in Chengdu X community as the research objected,the qualitative research method was used to conduct in-depth interviews with the staff of social work institutions and other related public welfare of social organizations cooperating with the community and the community,and on the basis of collecting first-hand practice service data and interview data,the collaborative governance status of the "Three societies linkage" was analyzed.From the perspective of collaborative governance,this paper analyzes the feasibility of "Three societies linkage" collaborative governance from the perspective of value matched,complementary advantages and two-way interaction characteristics of the "Community,social organization and social work".This paper analyzes the construction of the cooperative relationship of the "Community,social organization and social work",including the establishment of trust relationship and the cooperative of relationship.This paper explores the motivation of coordination among the three social organizations,including endogenous motivation,exogenous motivation,government order motivation,interest-motivating and social-identity-motivating.The practice basis of "Three societies linkage" lies in "association",and the key lies in "association",which indicates that it is necessary to pay attention to the coordination of the main body of linkage and the main body governance mode.Therefore,this paper also analyzes the way of "Three societies linkage".In other words,with the "cooperation between government and social organizations" as the core,the "cooperation between the three social organizations" as the guidance,the "linkage between the three social organizations" as the starting point,the"social work cultivating" as the support,and the "resource sharing" as the driving force,the three social organizations should maintain the coordination in the linkage and promote more effective linkage in the coordination.Finally,"Three societies linkage" is still an important model of innovative communities and social governance in the future.Therefore,this paper proposes practical operation strategies to improve the collaborative of the governance of the "Three societies linkage",namely,"establishing equal status and realizing equal cooperation of the three social organizations;Cultivating the subject trust and realizing the benign interaction among the three organizations;Promoting the consciousness of cooperation and realizing the cooperative governance of the three societies;Building a consultation platform to realize the coordinated governance of the three social organizations;Improving cooperation channels and realizing consultation and mutual assistance among the three organizations".
