"Multi-community Linkage" To Promote The Practice Of Community Environmental Sanitation Governance ——Based On Dongguan H Community Environmental Protection Project

As China’s economy shifts from a stage of high-speed growth to a stage of high-quality development,the health of the urban ecological environment has attracted increasing attention.In recent years,the participation of multiple subjects in community environmental sanitation governance has become a new direction.In Nancheng District,Dongguan,Guangdong Province,the environmental health situation of the H community needs to be further improved,in order to improve the environmental health status of the H community,the community in the form of government purchases,ZY social work service agencies in the H community to carry out the "green community,environmental protection home" project,through the construction of a "multi-community linkage" mechanism to intervene in the environmental health of the community.Through the multi-party linkage of communities,community workers,social workers,volunteers,residents,social organizations,etc.,we will jointly promote the improvement of the environment of the H community.Through the practical exploration of the participation of multiple subjects in the community environmental sanitation governance project in the H community,this paper comprehensively analyzes the current situation and problems of environmental sanitation in the H community by using the methods of participatory observation,unstructured interviews and questionnaire surveys.Through participating in the process of project implementation,the effect and existing shortcomings of multi-party linkage intervention in the H community were analyzed,and countermeasures and suggestions were proposed.The study found that through the "multi-community linkage" participation,different participating entities played different roles,of which social work institutions played the role of "bond",the government and community neighborhood committees played the role of overall planning,social organizations,enterprises,schools,etc.played a role of support and help,and volunteers mainly played the role of performing tasks.Multiple entities have formed a governance community,promoted the governance effect of community environmental sanitation,and achieved good results.Through multi-party linkage governance,residents in the community are paying more and more attention to the environmental health of the community,the residents’ awareness of environmental protection has been improved,the initiative of environmental protection has become stronger,and the community environmental health situation has improved significantly compared with before the project.However,in the face of problems such as insufficient comprehensive coverage of the mobilized population,"multi-community linkage" more emphasis on administration,unstable relationship between multiple subjects,and weak continuity of fundraising after the end of the project,according to the above problems,the article proposes countermeasures and suggestions such as enhancing the mobilization ability of participating entities,strengthening the functional exercise space of multiple subjects,consolidating the relationship between multiple subjects,and setting up community environmental protection governance funds.
