PPP(Public-Private-Partnership)refers to the public-private partnership mode.In recent years,the PPP mode has developed well in my country.With the application and promotion of the PPP mode in many fields in my country,the role of the PPP mode in infrastructure construction,operation and provision of public services has become more and more obvious.However,due to the long project cycle of the PPP mode and the complex risks involved,some PPP projects fail due to poor risk management.Therefore,under the current good development prospects of the PPP mode,how to control the risks in the PPP mode determines whether the PPP mode can play a role.S Gymnasium is a large-scale stadium that is mainly for public welfare and also has business operations.After the completion of S gymnasium,it has always adopted a traditional operation mode in the past,relying on the leasing and naming of venues to obtain revenue.The operation of the venue under the traditional mode the efficiency is low,and there is a problem of idle waste.In recent years,the post-maintenance and facility improvement of the S gymnasium has required a lot of funds,and due to the impact of the new crown epidemic,the income created by the traditional operation mode has been declining year by year.Under this circumstance,S Gymnasium actively carried out management transformation,explored a new PPP operation mode,and handed over part of the right to use the venue to social enterprises,and the two parties operated the venue through cooperation.However,in the course of operation,some problems arose,and the occurrence of these problems is related to risks,which affects the acquisition of cooperation benefits and the smooth development of the project.Therefore,based on the principal-agent theory and actual situation of the S gymnasium,this thesis studies the risks of operation under the PPP mode.The full text is based on the risk management theory,and the research is carried out according to the idea of"identifying risks-analyzing risks-evaluating risks-responding to risks":Firstly,by reading and sorting out relevant literature,we can understand the common problems existing in the risk management of PPP modes at home and abroad,one is how to allocate risks,and the other is how to manage and control risks.These research results provide a theoretical basis for follow-up research.Secondly,conduct on-the-spot research on S gymnasium,use the case study method to analyze the basic situation,operation income and operation situation of S gymnasium,understand the overall operation situation,and initially identify these problems.Through interviews with relevant personnel,it is understood that the causes of problems arise from different risks at different stages;thirdly,the risks are comprehensively analyzed,and the risks are researched from the contract stage,the cooperation stage,and the supervision stage respectively,and combined with the actual situation of the previous investigation,identify risk factors initially,conduct in-depth research through the questionnaire survey and interview methods,and find out the reasons,risk factors were evaluated using the expert scoring method.Finally,according to the risk factors,combined with the results of the literature research and the actual situation of the case,put forward risk management countermeasures.Through the research,this thesis finds that after the S gymnasium adopts the PPP mode,the overall risk awareness is poor and the management ability is insufficient.There are risks in the contract stage,cooperation stage,and supervision stage:the risk in the contract stage lies in the design of the contract,specifically the risk allocation.Inequality and lack of pre-plans in contracts.The risks in the cooperation stage lie in the conflict of the purpose of cooperation,failure to take full advantage of the advantages,and the insufficient overall market benefits.The risks in the supervision stage lie in the lack of effective financial supervision and ineffective supervision of personnel,systems and technical means.Among the above risk factors,the adverse effects of risk factors in the contract stage and the regulatory stage are even greater.For risks at different stages,this thesis puts forward specific countermeasures from the aspects of improving the management system,optimizing contract design,controlling cooperation risks,and strengthening financial supervision,in order to improve the risk management level of S gymnasium and promote the implementation of the PPP mode of S gymnasium.Based on the case of S gymnasium,this thesis identifies and analyzes the factors of risks,and proposes risk management countermeasures,hoping to attract the attention of similar stadiums to the operational risks under the PPP mode,and also provide feasibility for other stadiums to solve the operational risks under the PPP mode guide. |
