In the process of population flow, human capital is accompanied by the transfer of human capital, which is the key factor of industrial structure upgrading. However,at present, human capital and industrial structure in different regions are mismatched to varying degrees, and it is not clear how population inflow will change the local human capital mismatched phenomenon and then affect the upgrading of industrial structure. In view of the above background,it is extremely important to further explore the impact of population flow on the upgrading of industrial structure by taking human capital misallocation as the intermediary variable.Population flow, this paper reference the existing literature on human capital mismatch, the inner relationship between industrial structure upgrade, build human capital index mismatch,to our country at present the regional population flow quantitatively measure, mismatch of human capital, and so on and so forth, and to further examine the lee of the mismatch of human capital effect and the regional heterogeneity, the main conclusions include:(1)Although the eastern region, which is dominated by population inflow, has a higher industrial level and a larger stock of human capital,it suffers from insufficient human capital allocation. In the central and western regions, where population outflow is the main factor, the industrial structure is not developed enough, and the stock of human capital is not as good as that of the eastern regions.(2)Empirical analysis of population flow and upgrading of industrial structure shows that population flow can promote upgrading of industrial structure and upgrading of industrial structure. In the mediating effect test results, human capital mismatch plays a masking role in this mechanism, and it will inhibit the upgrading of industrial structure.(3)Regional heterogeneity exists in the impact of population mobility and industrial structure upgrading with human capital mismatch as a mediator variable. For the inflow regions, the human capital mismatch fails the test; The mediating effect of human capital mismatch is significant in population outflow areas.
