A Probe Into The Professional Role Of Social Workers In Civil Affairs Marriage Counseling

The divorce rate in China is increasing in recent years.In addition,the social problems caused by the increase in divorce rate have aroused widespread concern in the society.The civil affairs department began to explore the implementation of marriage counseling services,set up marriage and family counseling rooms in the marriage registration office,and introduced social workers to implement them through the purchase of services in order to effectively respond to the requirements of the times and the voice of the society.The field of civil affairs marriage counseling social work is a relatively new service field.The first thing to do is to make clear what kind of role they need to play and what content services to carry out in this field for social workers who have just entered this field.In recent years,there have been studies on professional roles related to family trial and family mediation in the domestic research on the role of social workers in the field of marriage and family.However,no research on professional roles in the field of civil marriage counseling has been found.In addition,most of the existing studies are from the direction of theory,according to the professional functions that social workers should play,to summarize their professional roles in this field.However,the reality is that the development of social work in China is largely affected by the current system,especially civil marriage counseling services.Marriage itself is a system,and is a specific society requires its members to abide by the code of conduct in marriage.At the same time,marriage counseling is a service led and carried out by the civil affairs department,and it is a service carried out under the administrative system;In addition,the main implementation field of marriage counseling service is in the marriage registration office(marriage and family counseling room).As a consequence,for the "embedded" social workers who carry out marriage counseling services,the research on their professional roles from the institutional level meets the needs of reality.Based on this,the author is eager to explore and summarize the professional role orientation and function of civil marriage counseling social workers under the institutional framework,as well as the institutional reasons why social workers are involved in the field of civil marriage counseling.It intends to promote civil marriage counseling social workers to play a full role within the institutional framework.Taking the theory of social role as the research framework and using the method of case study,this paper studies the resident social workers in the marriage registry of the civil affairs marriage counseling social work service project in X city.In addition,this paper discusses the professional role of social workers in the process of civil marriage counseling.As a result,it was found that:1.The professional roles of civil marriage counseling social workers include:marriage crisis intervener,marriage privacy defender,cooling-off period relationship adjuster,case service evaluator,multi-sector coordination collaborator,welfare service supplement.2.The functions of social workers in the field of civil marriage counseling include marriage value orientation function,optimization of resource allocation function,crisis prevention and resolution function,and policy advocacy function.3.The institutional reasons for the involvement of social workers in the field of civil marriage counseling include:the weakening of the mediation service function of the marriage registration authority,the contradiction between the centralized marriage registration system and the marriage counseling service,the introduction of the divorce cooling-off period system,the relevant requirements of marriage privacy,and the implementation of the government purchase service system.4.The suggestions on the institutional level of social workers’ involvement in the field of civil marriage counseling services include:establishing a standard system of civil marriage counseling services,establishing a cooperative communication mechanism of civil affairs marriage counseling,and establishing an evaluation system of civil affairs marriage counseling social work.In addition,it also includes improving the civil affairs marriage counseling service project system,and improving the marriage and family social work curriculum system.The results of this study clarify the professional role of civil marriage counseling social workers.It can not only provide reference for social workers who are also engaged in this field in role-playing and role orientation,but also promote the progress and development of practice in related fields.In the meanwhile,it can strengthen different stakeholders’ understanding and understanding of the professional role of civil marriage counseling social workers,and jointly promote the overall development of civil affairs marriage counseling field.Civil affairs marriage counseling social work service is a relatively new field.Besides,the research on theory and practice is in the stage of continuous improvement and development.In addition,the civil affairs marriage counseling social work service is also the first attempt in X city.The scale of the project itself is small and the author has been exposed to qualitative research for a short time and lack of relevant experience.As a consequence,there are some limitations in the determination of research topics,research samples and the ability to deal with research data.
