Discursive Construction Of Social Work In Civil Affairs Field

Social work originated from the UK,social work specialization is a worldwide topic.Different countries and regions have different paths because of their different social systems and cultural customs.Since 1920,Chinese scholars have been looking for a way to professionalize social work.However,the road to social work is tortuous.In particular,social work was outlawed in the 1950,Social work resumed in the 1980.Since the sixth plenary session of the 16th central committee of the communist party of China,China has taken the pilot project of the construction of social work talent team as a symbol,and made important achievements in the exploration of social work specialization.The 19th national congress of the communist party of China put forward the strategic goal of promoting the specialization of social governance,which opened up a new realm of the specialization of social work.However,the process of specialization of social work is frequently confronted with institutional resistance in the over-dense administrative integration in China.It's urgent to promote the construction of positive social work discourse.This paper takes "tong county model" as the object of analysis,places the research events in the civil affairs field,adopts the qualitative research method,and takes the discourse construction of social constructivism as the analytical tool.Trying to answer the question "how can social work be professionalized within China s administrative system?"In practice,civil affairs service and social work in civil affairs field are two key variables,and their chimerism effect determines the direction of social work specialization.As an important content of "tong county model",social work specialization in civil field is a typical and representative of social work specialization in Chinese administrative system in a certain sense.The civil affairs field constructs the situationality,provides the foundation for the social work specialization.For social work service production,situational meaning means the construction of discourse meaning space,that is,to break through the barrier of integration of civil service and social work.Civil affairs service can understand and accept the professional discourse of social work entering the civil affairs field,including the whole civil affairs habitus can understand the connotation of social work discourse as a professional power;Meanwhile,when professional social work discourses enter the civil affairs field,they can understand the expression mode of civil affairs services,especially to find the similarity and fit degree with it.In this process,there are many ideas,civil service to realize their own way,and exerted a great political discourse of social work,discipline,action,and on the function realization of power can be transferred,for social work discourse production and communication space,thus social work and civil administration service implementation construction of discourse.The civil affairs field constructs the identity,provides the opportunity for the social work specialization.As a very important element in civil affairs field,discourse identity marks the orientation of discourse theme in narrative space.Identity reflects the position of affairs and social relations,and the size of their interests depends on the degree of closeness between related subjects.In civil affairs field,professional discourse identity of social work includes three aspects:hierarchy,identity and authority,which is the basis of professional service expression.The hierarchy of social work includes control,organization,coordination and execution.The recognition of social work reflects that social work discourse gains benefits from a legal status in the civil affairs field.Tong county adopts''social worker + subordinate worker + volunteer" and its interactive way to implement social work professionalism.The authority of social work refers to the professional service in the well-off society,social governance,precise poverty alleviation and civil administration purposes.In this process,it inevitably strengthens the sensitivity and tension of civil affairs habitus and social work professional discourse.Therefore,cultural culturalization should be carried out in concept level,supplication-assistance level and professional utility level.The cultural assimilation strategy may be compromise,detour or struggle,but what is achieved is the integration,integration and assimilation of civil service and professional social work.Civil affairs field constructs intertextuality,which provides a way for social work specialization.Intertextuality is not only one of the ways of producing and spreading institutional social facts,but also the way of constructing social reality.The intertextuality of civil affairs field contains rich spiritual texts and practical texts.In addition to following the usual rules of discourse,the intertextuality of "social work--civil affairs service" should be distinguished from that of "social work--civil affairs service" at the stages of addition,correspondence and integration.Strengthen the understanding of the intertextuality of "name",the intertextuality of basic theories,the intertextuality of service process and the intertextuality of practical methods.On this basis,promote the construction of horizontal intertextuality,vertical intertextuality and cross-domain intertextuality,as well as the development of the modes of economic transition,consultation and mediation.As China's administrative
