| A Street is located in the suburban area of Tongzhou District,Nantong City,and it has a typical combination of urban and rural regional socio-economic ecology.In recent years,A Street has actively responded to the requirements of the country’s new-type urbanization development,put forward the development strategy of industrial hinterland and industrial strong town,and labor-intensive enterprises with automobile die-casting,home textile and textile as the main line have developed rapidly,forming a strong industrial cluster effect and attracting a large influx of migrant workers.The rapid growth of migrant population provides sufficient labor and talent reserves for urban development,but also increases pressure on urban infrastructure public facilities,uneven market distribution and slow improvement of government management capacity have triggered chaos in the job market and production order,thus triggering a series of social security management problems.In order to promote the economy,stabilize order and benefit people’s livelihood,strengthening the public security management of the floating population is an urgent problem to be solved in front of the local government in the context of new urbanization.The author conducted questionnaire surveys and management personnel discussions on enterprises and shopping malls where the floating population in the jurisdiction of Street A gathers,conducted on-site interviews with the leaders in charge of public security and community police in the jurisdiction,inquired in detail about the living status of migrant workers in enterprises in the jurisdiction and the basic management methods of the local public security organs for the floating population in the community,and on the basis of understanding the development process of the public security management of the floating population in Street A,analyzed the current situation of the management of the floating population in Street A through questionnaire survey and data analysis,extracted advanced practices,and explored the causes of the problems,analysis of hidden dangers is insufficient.The investigation found that there are problems in the management of the floating population in street A,such as difficulty in law enforcement of public security management,slow process of urbanization,and low efficiency of government management,and the difficulty of law enforcement of public security management is specifically manifested as "fast mobility,difficulty in registration","distribution of mixed residences,difficulty in management","low quality,difficulty in education","shortage of housing,difficulty in living in peace","high crime rate,difficult prevention and control" and other characteristics.The low efficiency of government management is specifically manifested in the characteristics of complex members of management departments,ambiguous governance authority,and scattered governance resources.Based on the theory of collaborative governance and the theory of information asymmetry,this paper analyzes the reasons for the information dislocation,poor communication,poor coordination and poor implementation between various management departments in the process of public security management of the floating population in street A.It proposes governance countermeasures to strengthen information sharing,carry out organizational coordination,enhance resource coordination,achieve policy coordination,and achieve interest coordination.At the same time,grassroots public security organs,as the competent departments for the management of the public security of the floating population,should attach great importance to the importance of the public security management of the floating population in the context of new-type urbanization to promote social and economic development,and need to study the relevant elements of the management of the floating population in many aspects,and realize the good results of real-time information transmission,comprehensive use of the platform and the collaboration and sharing of various functional departments of the government in the management of the floating population.The refined and gridded community governance pattern allows the floating population to efficiently integrate into the urbanization process and promote the better and faster development of the local economy. |
