The reform and opening and the establishment of the socialist market economic system have brought about the phenomenon of population mobility,which has contributed to the economic and social development,but also brought about the security risks.The implementation of the temporary residence permit system has played a certain positive role in the management of the floating population,but due to its many shortcomings,the transfer and flow of the population are still mostly in a disorderly state.In this situation,government departments have established the residence permit system to better manage and serve the floating population.Although the residence permit system provides institutional channels,social rights and interests protection for the floating population,there are still problems with inadequate implementation in reality,and it is necessary to strengthen supporting measures and cross departmental coordination.This article comprehensively considers the situation of various departments,discusses the coordination of various departments in the management of floating population residence permit,to establish a horizontal communication mechanism between departments,realize the sharing of floating population residence permit information,promote the equality of basic public services,and promote the coordinated development of the residence permit system and public service system.This research focuses on z province Ruian City as a case study.On the one hand,Ruian City has a large population of migrant workers,making the management challenging due to its diversity.On the other hand,Ruian City has actively promoted household registration system reform and achieved certain results in the management of residence permits.It has established a cross-departmental coordination mechanism.Therefore,the problems arising from the cross-departmental coordination in the management of residence permits for migrant workers in Ruian City have certain typical characteristics,and corresponding measures can serve as a reference.This research conducts an in-depth investigation using research methods such as literature review and case analysis to explore the issues that have emerged during the cross-departmental coordination in the management of residence permits for migrant workers.Firstly,this study provides an overview of Ruian City,including its demographics,the basic situation of migrant workers,the residence permit system,the cross-departmental coordination mechanisms,and responsibilities in residence permit management.Secondly,based on the in-depth analysis mentioned earlier,this study investigates the problems and their underlying causes in the cross-departmental coordination of residence permit management in Ruian City.Finally,in response to the identified issues,this study proposes corresponding strategies and recommendations.This research found that there are some problems in the coordination of various departments of the management of floating population residence permit,such as low coordination efficiency,information island,relatively insufficient work of cooperative subjects,and uncoordinated deniability of cooperative subjects.The main reasons are insufficient elements of cooperation guarantee,insufficient construction of information sharing,imperfect supervision and feedback mechanism,and unclear ways of cooperation between departments.Based on this,this paper proposes to establish a long-term mechanism of inter-departmental collaboration,improve the construction of information sharing,establish a comprehensive supervision,and feedback mechanism,and clarify the way and standard of collaboration. |
