Research On The Governance Of Floating Population In D Town Of Shanghai From The Perspective Of Collaborative Governance

The wave of reform and opening up has driven the rapid development of China’s economy and society.A large number of floating population have migrated from their original registered residence to the developed areas along the eastern coast to work and live.D Town in Shanghai is located in the northeast of S District,5km away from the central urban area.With convenient transportation and prosperous industry,it has a total resident population of 103000,including 76000 floating population.The phenomenon of floating population inversion is serious.While a large number of floating population promote the rapid development of social economy,it also brings about problems such as the contradiction between the floating population and the aborigines’ social integration,the deterioration of social security environment,the shortage of social public services and so on which poses a huge challenge to the governance ability of D town government.Therefore,strengthening the governance level of the floating population in D town has great social practical significance to protect the basic rights and interests of the floating population,promote the healthy development of economy and society,maintain a stable and orderly public security environment,and promote the scientific and efficient prevention and control of COVID-19.This paper takes the theory of collaborative governance and good governance as the theoretical guidance.Comprehensively using the research methods of literature survey,questionnaire survey and interview survey,this paper studies and analyzes the current situation and difficulties of D town’s floating population governance from the main structure of collaborative governance,organizational structure,external environment and other aspects to explore the reasons for the plight.Finally,combined with the reality of D Town,this paper explores the countermeasures and suggestions to solve the plight of D town’s floating population governance from the aspects of cultivating multiple subjects of floating population collaborative governance,improving the mechanism of floating population collaborative governance,and improving the external environment of floating population collaborative governance.It is hoped that this will arouse the attention of all walks of life to the governance of floating population and the renewal and transformation of management concepts of relevant departments,in order to help improve the governance of floating population in China.
