The US government and Congress play a huge role in the China-US game and have a profound impact on China-US relations.The study of the U.S.government and Congress in the China-related field is also an important topic in the study of China-U.S.relations,which helps to understand the purpose and impact of the United States in the China-related legislation.During the Trump period,due to the influence of Trump’s political attitude toward China and the rapid development of China itself,the US government and Congress have undergone important changes in China-related affairs such as Hong Kong-related bills.After the controversy over Hong Kong’s legislative amendments in 2019,the United States put Hong Kong on the front line of containing China’s development.During this period,the number of Hong Kong-related bills sponsored and passed by the US Congress increased sharply,government officials and “Hong Kong independence” activists frequently communicated and interacted,and a tough stance toward China became the consensus of the US government.The U.S.government and Congress are paying close attention to the Hong Kong issue in related bills,and their attitudes are highly unified,and hearings are playing a stronger role in promoting the issue.By studying the changes in this period,this paper analyzes the occurrence of important events,the changes in political elites’ cognition of China before and after Trump’s administration,and the strength of China and the US as influencing factors,and explains the ways in which these factors influence the US government and Congress.Finally,it can have a clearer understanding of the development trend of future Hong Kong-related bills and make timely responses.
