From The Theory And Practice Of "Hong Kong People Governing Hong Kong" To "Patriots Governing Hong Kong"

"Hong Kong people ruling Hong Kong" and "patriots ruling Hong Kong" are the basic requirements of "one country,two systems".The relationship between the two is dialectical and unified,and is an essential requirement of socialism with Chinese characteristics,as well as a recognized principle in the governance of civilized countries in the world today.Since the handover,Hong Kong has fully implemented the policy of "one country,two systems","Hong Kong people ruling Hong Kong" and "a high degree of autonomy",ushering in new economic and social prosperity.However,some problems have also emerged in practice,such as the opposition to Article 23 legislation in 2003,the illegal "Occupy Central" in 2014,and the repair fiasco in 2019.These prosperity and turmoil provide us with positive and negative experiences,so that we realize that in order to maintain the long-term prosperity and stability of Hong Kong,first,we must fully and accurately,firmly implement the basic state policy of"one country,two systems",and accurately grasp the relationship between "one country" and "two systems"."Second,we must always act in accordance with the Constitution and the Basic Law of Hong Kong,and improve the system of governance in Hong Kong;third,we must adhere to the principle of "Hong Kong people ruling Hong Kong" and "patriots ruling Hong Kong".Third,to adhere to the principles of"Hong Kong people ruling Hong Kong" and "patriots ruling Hong Kong",and to build Hong Kong’s democracy and development system on the basis of "one country,two systems";fourth,to give full play to internal and external advantages and continue to promote Hong Kong’s integration into the overall development of the country;fifth,to enhance national awareness and national identity,strengthen the promotion of national history,culture and legal knowledge,and cultivate new young people who love the country and love Hong Kong;sixth,to focus on social and livelihood issues and promote The people’s well-being.Sixth,we should focus on social and livelihood issues and promote people’s well-being,so as to achieve long-term stability in Hong Kong and protect the principle of "patriots ruling Hong Kong".Based on the lessons learned from the turmoil in Hong Kong,the Central Government has further improved the legal and political system of Hong Kong since the improvement of the new electoral system in Hong Kong,emphasizing the basic principle of "patriots ruling Hong Kong" and providing safeguards for the governance of Hong Kong people at the legislative level by enacting the Hong Kong National Security Law,the new electoral system in Hong Kong,the obligation of national allegiance of public officials and the oath-taking system.These include the Hong Kong National Security Law,the new electoral system,the national allegiance obligations of public officials and the oath of office."Comrade Deng Xiaoping made clear the identity of those who govern Hong Kong,that is,those who love the country,when "one country,two systems" was proposed.The emphasis on "Hong Kong people ruling Hong Kong" before and after the reunification is itself based on the premise that "those who love the country rule Hong Kong",which is self-evident.While building the system,the Central Government ensured the realization of "Hong Kong people ruling Hong Kong" mainly by patriots in terms of theoretical development,diplomatic strategy and political guarantee.Therefore,under the strong leadership and support of the Party Central Committee,Hong Kong has entered a brand new period of development.
