In recent years,the term "young cadres" has appeared many times in important speeches of Party and state leaders,and this group of young cadres has also received more and more attention.In the new period of our country’s modernization construction,various policies and systems are developing more and more deeply,and the responsibility of grassroots tax administrations is becoming more and more important.Meanwhile,the original concept and methods of law enforcement are also being challenged.Tax revenue is related to the lifeblood of the country,and tax work cannot be separated from professional tax collection and management.For a long time,the basic level tax bureau has undertaken the vast majority of tax collection tasks.However,at present,most grassroots tax bureau are faced with some prominent problems,such as weak professional ability,weak connection between the new and the old,and insufficient work initiative,which seriously affect the effective development of the tax work of grassroots tax bureaux.Therefore,it is very important to optimize the cadre structure of grassroots tax bureaus,give full play to the inherent potential of the young cadre group,and strengthen the construction of the young cadre team of grassroots tax bureaus.Based on sufficient theoretical research,scientific research methods and many years of organizational and personnel work practice,this paper takes "Research on the construction of young cadres in Hanting District Tax Bureau of Weifang City" as the theme.This paper first introduces the research background,research significance,domestic and foreign research on the construction of young cadres,and elaborates the research ideas and research methods of this paper.Secondly,explain the relevant concepts and theoretical basis.The paper explains "grass-roots tax bureau","young cadres" and "young cadre team construction",and then makes a general exposition on the incentive theory,human capital theory and management by objectives theory.Thirdly,the paper expounds the construction status of young cadre team in Hanting District Tax Bureau of Weifang City.Firstly,it summarizes the measures and achievements of the tax Bureau of Hanting District of Weifang City in the construction of young cadre team.Secondly,questionnaires are issued to collect information about the work and life of young cadres,on-the-job training and self-evaluation,and the results are analyzed.Thirdly,it finds out the existing problems from the four dimensions of the work situation,supervision mechanism,training system and promotion mechanism of the team of young cadres and makes an in-depth analysis.Then the experience of the construction of young cadres in other regions of China is used for reference.Based on the analysis of the construction of youth cadre team in Dengzhou City,Yuanshi County,Dantu District and Baiqihe Town of Weifang Zhucheng City,this paper summarizes the experience that can be used for reference in the construction of youth cadre team of Hanting District Tax Bureau.Finally,the countermeasures to strengthen the construction of young cadres in Hanting District Tax Bureau of Weifang City are analyzed.Rationalization suggestions are put forward from four dimensions: appointment mechanism,supervision mechanism,training system and promotion mechanism.
