Since the 18th CPC National Congress,the Party Central Committee with Comrade Xi Jinping at the core has made the stability of party and government cadres a top priority for cadre management.The latest "Public Servants Law of the People's Republic of China"promulgated by the Standing Committee of the National People's Congress in 2019 provides the latest institutional guarantee for stable cadre building.In practice,due to the special nature of remote villages and towns,the work of stabilizing township-level cadres is difficult.Leading the stable construction of cadres at the township level has become an important and urgent issue.The full text is divided into five parts:The first part is the introduction,including the research background and research significance of this article,the domestic research status and foreign research status,the research ideas and research methods of this article.The second part is the definition and theoretical basis of this article.Among them,the concept definition mainly includes township government cadres,team stability and rank parallel.The theoretical basis of this article includes the two-factor theory,the principle of energy level matching,and the principle of performance evaluation.The third part is to analyze the current situation and causes of the stability problems of the government cadres in town A.Introducing the achievements of the township government in stabilizing the cadre team in recent years;the performance of the township cadres in town A is listed.The main manifestations are:the unbalanced structure of the cadre team,the reduction of the efficiency of public services in the township government,and the lack of professional recognition of the cadre team.The four aspects of the sense of loss,business backbone and serious brain drain.The corresponding reasons are mainly explained from four angles:recruitment planning,job attractiveness,ideological style construction,and cadre training platform.The fourth part is to introduce the advanced experience of stabilizing the township government cadres at home and abroad,and find the advanced practices that are suitable for the town A,and strive to stabilize the town A cadres more efficiently.The fifth part is the countermeasures and suggestions for stabilizing the cadre team of A town government.These include:optimizing the cadre management system,increasing the attractiveness of township government jobs,strengthening the sense of professional identity and mission of township government officials,and focusing on the building of cadres' quality and capabilities.Explore ways and measures to stabilize the ranks of township government cadres,retain talents for townships,and inject vitality into township development.At the same time,it also injects the vitality of the new life into the healthy and orderly development of the township government.The research object of this paper is representative,and this study can provide some reference and experience for the stable construction of the first-level cadres of township governments.
