| The current market economy is developing rapidly,and service-oriented government cash has become an important goal and task for the Chinese government to strengthen its own construction.The 20 th National Congress of the Communist Party of China clearly proposed to deepen the reform of streamlining administration,delegating power,combining decentralization with management,and optimizing services.With the increasing demand from enterprises and the public for efficient,high-quality,and convenient government services provided by the government,optimizing and improving government services has become an important and urgent task for governments at all levels.Based on extensive literature review,this article will select the optimization and improvement of the government service center in Jining High tech Zone as the research object.Using the new public service theory and service-oriented government theory related to government services,literature research,questionnaire survey,and interview methods will be used to analyze the current development status of the government service center in Jining High tech Zone,and to identify the shortcomings and problems that exist in the service,Conduct indepth research and analysis on the reasons for these shortcomings and problems,while drawing on advanced experience in optimizing government services in other regions in China,and finally propose countermeasures and suggestions to address these shortcomings.Through the analysis of survey questionnaire results and interview summary,it is found that the Government Service Center of Jining High tech Zone still has the following four problems: multiple matters involved in the entire chain of "one chain handling",and the authority of each matter may be in different departments,making it difficult for each department to coordinate and cooperate;There are still certain data barriers between the existing government service business systems,which affect the depth of "one network access" for government services;The service level of business personnel varies,and their business skills and service level still need to be further improved;There is a lack of supervision,and sometimes there is a lack of timely response to feedback from the public.Through the research on the service optimization measures and development of government service centers in typical cities in China,including the reform of "running at most once" in Nanhu District,Jiaxing City,Zhejiang Province,with the development orientation of mass satisfaction,Fengxian District,Shanghai City,with the goal of strengthening personnel service,promotes "career teachers" in government service,and Fuyang District,Hangzhou City,with "Internet plus" as the development path,creates smart government services,Analyze the areas where their practices can be used for reference in optimizing and improving the services of the government service center in Jining High tech Zone,including relevant policies,service models,innovative measures,etc.Based on the new public service theory and service-oriented government theory,in response to the problems and reasons that arise,propose countermeasures and suggestions for optimizing the government service in Jining High tech Zone: improve the departmental collaborative management system,clarify power boundaries,and improve the quality and efficiency of departmental collaboration;Strengthen the standardization and digital supply of government services,and coordinate information construction;Strengthen the construction of talent teams,enhance public service awareness and business capabilities;Establish a sound and sound service supervision and evaluation system to achieve the goal of efficient and convenient government services,benefiting the people and enterprises. |
