| Government public service outsourcing is a market mechanism that refers to the government outsourcing some services with public attributes to social organizations in order to improve service efficiency and quality and alleviate the burden on the government.This practice originated in Western countries and has become an important component of new public management.With the development of China’s market economy and the deepening of government function transformation,government public service outsourcing has been further promoted and applied.In recent years,local governments have deepened supply-side and demand-side reforms,accelerated the transformation of government functions,and further promoted and applied government public service outsourcing by establishing government service centers and purchasing services from the society through bidding and other means based on market principles.This greatly improves service efficiency and increases satisfaction among the people.However,there are still many problems in the practice of government service outsourcing,such as some government departments avoiding their own responsibilities through outsourcing,shifting front-end public service problems to the market,inadequate efforts to improve back-end services,which affects the government’s credibility.In addition,there are also issues of insufficient market regulation,fairness,and practical operational aspects in government outsourcing practices.This article takes the Beijing Municipal Government Service Center as the research object and adopts a combination of literature research and empirical investigation to study the common problems in government public service outsourcing,such as insufficient government support,service provider selection,moral risk,public value loss,outsourcing boundary issues,rent-seeking behavior,pricing strategy,unclear outsourcing targets,responsibility,and risks.Based on this,the root causes of various problems faced by the government in public service outsourcing are analyzed using three public management theories: public choice theory,agency theory,and transaction cost theory.The expected role of the government and the third party in the outsourcing process are clarified,and feasible countermeasures and solutions for constructing the "three-ring,one-line,and unified" ecosystem of public service outsourcing in the Beijing Government Service Center are proposed.Through model construction,it is pointed out that the government needs to establish a sound legal system and regulatory mechanism,improve the quality and efficiency of service outsourcing,strengthen the cultivation and development of social organizations,establish a sound management mechanism for public service outsourcing,use more online technology to maximize governance effectiveness,and achieve sustainable development of government public service outsourcing. |
