| In recent years,economic and social development has been accelerating,while social contradictions and security risks have also increased.To maintain social security and stability,if only relying on the public security organs to act alone,it will appear to be inadequate and inadequate.The social security management at the grassroots level needs to be further improved in quality and efficiency.This paper introduces the collaborative governance theory into the field of social security research,and takes Zhoujiadu Street as a sample to "dissect sparrows".Through field interviews and questionnaire surveys,this paper conducts an in-depth analysis and research on its social security problems,and puts forward targeted optimization suggestions.As one of the earliest streets built in Pudong,Zhoujiadu Street has experienced development stages before liberation,reform and opening up,and World Expo.After the 2010 world expo,with the secondary development of the expo area,the house cross the street ushered in the new development opportunities,but also new social security challenges,mainly displays in: support the social public security management resources less,disputes resolve the difficulty of a large,public security risk is higher,key personnel pay attention to control the pressure,the social security problem is more prominent.To this,the house cross the street has adopted a series of social security coordination management measures,by building a diverse collaborative governance body,build cooperation oriented collaborative governance processes,improve the social security coordination management execution,strengthen the synergy technology and collaborative culture,also achieved certain effectiveness,on the other street town at the grass-roots level to carry out social security cooperative governance has a certain significance.However,the author found in the investigation and research that Zhoujiadu Street still has some shortcomings in the process of promoting the collaborative governance of social security,which needs to be further improved and improved,mainly in the following aspects: First,the diversification of governance subjects is not sufficient;second,the communication channels between governance subjects are not smooth;third,there is more management and less service in the process of governance;fourth,the information of social security needs to be further publicized.Through investigation and analysis,the main reasons for the problems are as follows:the main function positioning of social security cooperative governance is not clear enough,the trust mechanism of social security cooperative governance is missing,the supervision and evaluation mechanism of social security cooperative governance is not perfect,and the guarantee mechanism of social security cooperative governance is still weak.Accordingly,based on the actual situation of the house cross the street,tries to improve the diversity of social security coordination management pattern,building trust mechanism in collaborative management of public security,to strengthen the construction of a service-oriented government,strengthen the social four aspects,such as public security information interaction,social security of the house street collaborative management optimization Suggestions were put forward,At the same time,it is hoped to provide reference for the research and development of the theory and practice of cooperative governance of grassroots social security. |
