It is proposed in the 14 th five year plan and the outline of long-term goal in 2035 that we should accelerate the modernization of the national governance system and governance capacity.A major strategic deployment of the modernization of the national governance system is to build a service-oriented government.During the transformation period of government departments to service-oriented government,the masses’ demands are diversified and social contradictions are interwoven.In addition to maintaining social security and cracking down on crimes,public security organs are increasingly undertaking the work of mass service within the functions of other government departments.The grass-roots police station is faced with a myriad of complicated and increasingly complex work situation.The front-line police work has appeared the phenomenon of heavy task,heavy pressure and difficult law enforcement.Through the collaborative governance of 110 police service,it can not only coordinate the value balance and interest demands of multiple subjects,but also realize the process reengineering and business integration of receiving and handling police,and promote the high-quality development of police work.In this context,based on the theory of collaborative governance and process reengineering,this paper takes the 110 police reception and handling service of Y City Public Security Bureau as the research object,through field investigation and in-depth interview with the police of various departments of Y City Public Security Bureau and the grass-roots masses,reveals the current situation of internal and external coordination in the 110 police reception and handling service of Y City Public Security Bureau,analyzes the linkage units,the cooperation units,the Public Security Bureau and the grassroots people The problems of social organizations participating in 110 police service in Y City.The above problems mainly include: in terms of team building,the single subject has large mobility and lack of law enforcement ability;In terms of system and mechanism,the system is not perfect and the coordination mechanism is not smooth;In terms of governance measures,digital governance capacity is insufficient and the deep application resources of collaborative platform are short.The main reason for the above problems lies in the insufficient construction of the auxiliary police force in Y City and the lack of stable professional full-time disposal personnel;At the same time,the collaborative governance departments are fragmented,which fails to form an effective management mechanism;Finally,the information platform of multi subject sharing and co governance has not been established,which can not achieve integrated response.On this basis,through combing the experience of 110 receiving and handling police service in developed countries and advanced regions such as Hong Kong,Shanghai,Zhangzhou and so on,this paper puts forward the optimization strategy of 110 receiving and handling police service collaborative governance,that is,perfecting the team management mechanism and building professional reengineering team;Improve the cooperative management system of receiving and handling police,and help transform the old and new police processes;Improve social governance measures and promote wisdom building.In a word,under the background of the construction of the police department,we hope to provide a certain reference for the construction of a multi-faceted public service department,such as the government and the people.
