| With the profound social transformation and changes in China,social space has undergone a drastic reorganization,and there have been significant changes in grassroots governance.The traditional governance system is unable to meet the demands of current social governance due to problems such as multiple administrative levels,overlapping functions of various departments,and fragmented departmental management.The intrinsic requirement of social change and governance transformation demands the adjustment and innovation of the grassroots governance system.To adapt to grassroots governance needs,overcome management defects,and enhance government governance performance,grid management has been widely promoted as an important measure for governance system innovation under the background of grassroots governance modernization.The governance orientation of grid management breaks through the structured and closed organizational boundaries,accelerates the information management process in urban management,promotes the development of grassroots governance transformation and governance modernization,and is increasingly developing towards providing and improving social public services.It has become an important way to effectively implement grassroots social governance and governance modernization.This article analyzes the operation of grid management model in K city and discusses the “modernization of urban social governance” proposed in combination with K city’s own needs.By leveraging the overall coordination and resource and technical advantages of the city,it more effectively addresses the challenges of various new social conflicts and risks in the process of urban and rural regional development,and truly implements the people-centered development concept.The first part of this article introduces the origin of grid management in K city.First,the basic situation of K city is comprehensively introduced,including natural resources,social composition,and the historical development of industry,which is helpful for the analysis of K city’s own needs in the later text.Secondly,the origin of grid management mode is introduced,including the background of the proposal of grid management mode,the popularization of grid management mode activities,and the background and proposal of grid management mode in K city.It is an introduction to the core concepts and practical experience.The article introduces two important concepts,"modernization of urban social governance" and "grid management," including the background and concept introduction of "modernization of urban social governance" and the definition and characteristics of "grid management." It also reviews three "grid management" examples with representative stages,so as to intuitively demonstrate the development stage and practical characteristics of "grid management."The second part of this article is a deep study of grid management in K city.This section introduces the Shanghai grid management mode representing economically developed areas,the Inner Mongolia grid management mode representing the central and western regions,and finally elaborates on the operation of the grid management mode in K city.Finally,the K city grid management mode is compared and analyzed with the Shanghai and Inner Mongolia grid management modes to study the actual operation of grid management in different regions.The third part of this article is an analysis of the shortcomings of grid management in K city.Based on the above situation of K city,the comparison with two different regions,and the author’s field research in K city,this part analyzes the shortcomings of the operation of the "grid management mode" in K city from five aspects.Specifically,these include insufficient legal thinking and legislative guarantees,weak grassroots management foundation,mismatch between grassroots autonomy and administrative operation,incomplete multi-party cooperation mechanism,and the need for optimization of technical platform application and lack of standardization.The fourth part of this article is the optimization path of grid management mode.Based on the analysis of the current situation and problems of the operation of grid management mode in the previous section,the author proposes five optimization paths that correspond to the shortcomings of the grid management mode.These include improving legislation to protect citizens’ rights,transforming law enforcement thinking to serve society,strengthening grassroots management foundation,promoting the matching of grassroots autonomy and administrative operation,establishing a multi-party cooperation mechanism,and optimizing technical platform application and standardization. |
