Study On Policy Of Rent Reduction And Interest Reduction In Shaanxi-Gansu-Ningxia Border Area

Land is the most fundamental means of production for agricultural and rural development and the most precious material wealth for peasants to settle down.During the Anti-Japanese War,the Communist Party of China implemented the land policy of rent reduction and interest reduction in the Shaanxi-gansu-ningxia border area,which on the one hand protected the farmers’ tenancy rights,on the other hand also protected the landowners’ land rights,won the support of the largest number of farmers and landlords for the Anti-Japanese War,and realized the strengthening and consolidation of the Anti-Japanese national united front in the border areas.The land policy of rent reduction and interest reduction in the Shaanxi-gansu-ningxia border area has vivid and profound connotation and distinct content level.It is a very distinctive land policy formulated by the Communist Party of China during the Anti-Japanese War.It has both the regional characteristics of the border area at that time and the commonness of the Party’s land policy,and is the development result of the unification of commonness and individuality,which has important practical enlightenment to the formulation of the land policy of our country at present.This thesis comprehensively uses the literature research method and the historical analysis method to study the land policy of rent reduction and interest reduction in the Shaanxi-gansu-ningxia border area during the Anti-Japanese War.First of all,investigate the historical background and realistic conditions of the policy of rent reduction and interest reduction in the Shaanxi-gansu-ningxia border area.It is clear that this policy is a land policy implemented by the Communist Party of China based on the natural social environment and the historical basic situation of the land in the Shaanxi-gansu-ningxia border area when the national contradiction between China and Japan rose to be the main contradiction.Secondly,this thesis discusses the formulation and implementation process of the rent-reduction and interest-reduction policy in the Shaanxi-gansu-ningxia border area,and clarifies the process of the Shaanxi-gansu-ningxia border area strictly implementing the guiding spirit of the Central Committee of the Communist Party of China on land policy and formulating the measures of rent-reduction and interest-reduction suitable for the local reality during the Anti-Japanese War.This thesis also discusses the main contents of this policy in terms of rent interest,land use right and land ownership.On this basis,the thesis makes a detailed analysis of the three implementation processes of the experience of the policy of rent reduction and interest reduction in the Shaanxi-gansu-ningxia border area: publicity and mobilization,legislative guarantee and comprehensive implementation.Thirdly,study the important effect of this policy,which not only consolidated the Anti-Japanese national united front in the border areas,but also further promoted the economic development of the border area and caused new social changes in the border area.Finally,the focus of the thesis is to analyze and elaborate on the historical experience and practical inspiration of the rent and interest reduction policies in the Shaanxi-gansu-ningxia border region.Clarify that when formulating land policies.On the one hand,it is necessary to firmly focus on the central task of the Party,firmly protect the legitimate rights and interests of farmers’ land,and adhere to specific analysis methods for specific problems.On the other hand,it should attach great importance to the research and application of social surveys,continuously strengthen the publicity of land policies and laws,and fully play the role of land legal system protection.
