Toward The New Developmental Township Government:An Attempt To Understand The Role Of Township Government In The New Era

Since the new millennium,the state’s attention to rural areas has shifted from absorbing to feeding back.Especially since entering the new era,the victory in the battle against poverty and the proposal of the rural revitalization strategy have put the relationship between the state and farmers in a background characterized by resource input.In this context,how will the townships located at the end of the national administrative system and closest to the development needs of the masses respond to institutional tasks and welfare needs? In this response process,what new practical patterns will emerge? By exploring the motivation behind government behavior,two theoretical perspectives are summarized: pressure model theory and promotion competition theory.However,the above perspectives have been difficult to effectively respond to the practice of township government since the new era,and there is still a need to continue to supplement and respond from both the theoretical and practical levels.through case studies,this article presents the three-dimensional patterns of township industrial development,administrative operation,and governance logic,and explores the logical basis behind their practical patterns,in an attempt to continue the practical care and theoretical research of the role of township.The study found that H town showed a completely different practice around 2019.Prior to 2019,H Town was in a dilemma of unclear industrial focus,shortage of administrative resources,and complex governance challenges.After 2019,the new thinking on the industrial development path not only revitalized the overall situation of industrial development in H town,but also improved the administrative operation and governance of the township.Specifically,thanks to the balance between the attributes of industrial growth and public welfare in townships and towns,the industry is refocused on the land,and the industry can be adapted to the actual local development to the greatest extent and in line with the interests of the broadest masses.In order to successfully achieve industrial breakthrough,townships and towns have also begun to make all-out policies,not only to coordinate town affairs,but also to increase administrative consciousness unprecedentedly.This is also laying the foundation for townships to explore a new way of governance-the organic combination of administrative guidance and the integration of home and country,and a relatively new township political face can be born.Behind this series of new practical characteristics,it benefits from the all-round presence of national forces in top-level design,township administrative practice and individual life experience,and also thanks to the return to the humane nature of development in the process of townships and towns exploring the way of development.Taking town H as a case,this paper attempts to extract the explanatory framework of "new development-oriented township" through the presentation of its different practices around 2019 and the excavation of the academic support behind it: with the presence of the state as the key support,the return to the human nature of development as the essential core,and the finding of the correct way of development as the breakthrough,so as to realize the organic linkage of industry,administration and governance,benign mutual promotion,institutional tasks and welfare needs can be effectively responded to the township government.
