Research On The Role Of Township Governments In The Development Of Tribute Rice Industry In Tuanxi Town, Bozhou District, Zunyi Cit

At the 19 th National Congress of the Communist Party of China in 2017,General Secretary Xi Jinping proposed the strategy of rural revitalization for the first time,clarifying the general requirements for agricultural and rural development of "prosperous industry,ecological livability,civilized rural customs,effective governance,and rich life".Putting "industrial prosperity" at the top of the rural revitalization strategy shows the importance of industry to its development.The prosperity of industry should be based on agriculture,give full play to industrial advantages,promote the connection between various business entities in industrial development,and develop and expand the industry,which is inseparable from the government’s guiding and coordinating role in it.This paper studies the role of township government in the development of gongmi industry in Tuanxi Town,Banzhou District,Zunyi City,and uses case analysis method,structural interview method and comparative analysis method to take the gongmi industry in Tuanxi Town as a case study to deeply analyze the role of township government.The main content of the thesis consists of seven parts.Part I: Introduction.Introduce the research background and significance,the current status of research at home and abroad,and research methods,write research ideas,and explain the overall content of the article.Part II: Core concepts and related theories.By searching the literature,the author found the core concepts and related theories suitable for the role of the township government in the development of the gongmi industry in Tuanxi Town.Including characteristic industries,township governments,government roles,government function theory and government role theory.Part 3: Through on-site interviews,the author obtained information from relevant departments of Tuanxi Town Government and Gongmi growers,and analyzed and sorted out the current situation of Gongmi industry in Tuanxi Town and the role played by Tuanxi Town Government in the three stages of the development of Gongmi industry.Part 4: By sorting out the content of the interview,the author finds out the problems of the government’s role in the development of the gongmi industry in Tuanxi Town,and excavates the deep-seated reasons for it.Part V: By introducing the advanced experience of the role of township governments in the development of excellent gongmi industry in China,it provides experience reference for the role of Tuanxi town government in gongmi industry.Part VI: Analyze the problems and causes of the Tuanxi Town Government in the development of the gongmi industry,and on the basis of drawing on the advanced experience of some parts of China,from formulating industrial policies,strengthening communication and cooperation between policy implementation departments,strengthening the construction of grassroots teams,making up for the shortcomings of highway construction,strengthening the construction of water conservancy facilities and drying equipment,improving trading market facilities,standardizing operating procedures,improving the quality of farmers,innovating publicity methods,improving the efficiency of technical training,improving the efficiency of capital use,and strengthening agricultural business organizations.Put forward effective measures to improve the insurance rate of agricultural insurance and build gongmi culture.Part VII: Research Conclusions and Outlook.
