Research On The Problems And Countermeasures Of The Township Government In The Development Of Rural Tourism

The party's 19 th congress report made a major historical judgment that "China's economy has changed from a high-speed growth stage to a high-quality development stage".the central economic work conference for three consecutive years since 2017 has all focused on promoting high-quality development,providing strategic guidance and basic follow-up for the development of rural tourism.In response to this national strategic deployment,the State Council and relevant departments have successively issued policies and programs to support and guide rural tourism in terms of quality improvement,efficiency improvement,transformation and upgrading,reflecting the government's high affirmation and deep expectation of the role of rural tourism in activating the vitality of rural development,assisting the realization of rural revitalization,and implementing high-quality development.At the same time,with the recognition of rural tourism by people in today's society,the rural tourism market has been expanding and has rapidly become a new bright spot to support the development of rural economy.Governments at all levels have made a great deal of efforts in promoting rural tourism.Many scholars have also conducted in-depth research and exploration on how to better develop rural tourism and summarized certain experiences.However,the distinction between different levels of government is unclear and the phenomenon of general statements still exists.This paper selects Longting Town in Xintai city,where the development of rural tourism is in the primary stage,as the research object,and starts with the role of township government in the development process and the existing problems,to explore effective solutions.First,compared with the research from an academic perspective,the focus is to summarize the successful cases.The main method used here is to consult relevant information on Wanfang,CNKI and Qufu normal university's library websites.The second is to consult the government work report of Longting Town in recent years,communicate with the rural tourism professionals of Longting Town,and focus on distributing questionnaires to scenic spots such as Zhangpingwa Village and Shangbaoyu Village to grasp the real development situation and the problems existing in the development process of the town government,i.e.unscientific planning,inadequate understanding,concepts not keeping pace with the times,insufficient development stamina,etc.Thirdly,it has made an in-depth analysis of some successful foreign cases in Hongcun Town,yi county,Huangshan City,Anhui Province,and Laozi Town,Huai 'an City,Jiangsu Province,where the domestic rural tourism has developed well.It has summarized the government's successful experiences and practices in the development process,and has also visited Daigu Town,Mengyin County,which has developed relatively well in the surrounding areas,for study and in-depth discussions with local township government staff.Finally,according to the successful case practices and the opinions and suggestions heard in the investigation,combined with the actual situation of Longting Town,the paper concludes that Longting Town Government should scientifically plan,develop all-round tourism,increase scenic area revenue and mass participation,cultivate professional talents,build tourism brands and other suggestions,so as to help Longting Town Government find a correct position and specify what kind of tourism mode should be implemented to further promote the economic development of the region.At the same time,the problems found in the article are also common in the development of rural tourism by many township governments at present.The opinions and suggestions put forward can make township governments understand the plans or measures to be taken next,thus further promoting the economic development of the region and providing a blueprint for the development of rural tourism in other similar regions.
