Over the years,in terms of optimizing tax service,our country has done a lot of useful exploration and fruitful work from theoretical exploration to grassroots practice,effectively improving compliance to the tax law,and urging taxpayers to more actively,voluntarily and correctly perform their tax obligations.But when it comes to deepening tax services at the grassroots level,there is often little to offer.From the perspective of service object taxpayers,the satisfaction of tax service is still not satisfactory.In recent years,in accordance with the general deployment of the State Administration of Taxation to optimize and strengthen tax service in the new era,tax departments at the grass-roots level have actively changed the service concept,improved the service quality,optimized the service platform,and innovated the characteristic service brand,ushering in a great breakthrough in the optimization of tax service.As the forefront of tax payment work,grass-roots tax bureaus must give full play to their role as battle fortress to ensure the smooth development and operation of tax payment services.Grass-roots tax burets play a pivotal role in improving the overall level of tax payment services.They are a key link for the implementation of all policies and systems,as well as the last mile to improve the tax payment service system.Therefore,it is of great theoretical significance and practical value to guide and smooth the tax payment work of grassroots tax bureaus and explore the tax service of grassroots tax authorities.Since 2021,based on the personalized needs of taxpayers,W County Tax Bureau has carried out the “Convenient Tax Action”,actively promoted the establishment of the“One bureau one brand” tax service brand,and launched the "Meticulous" tax service brand combining with local characteristics.In this thesis,questionnaires and interviews are conducted for the tax bureau of W County.Under the guidance of the new public service theory,related concepts of tax service are defined and problems existing in tax service of W County Tax Bureau are analyzed.The research found that the problems in tax service of W County Tax Bureau mainly include: the gap between the efficiency of tax service and the overall goal,the coverage object of tax service is still blank,the principal position of taxpayers is ignored in tax service,and the behavior inefficiency in the process of tax service.The main reasons for these problems are that the quality of the tax service team is not high,the publicity of tax service is not in place,the network tax handling is not convenient,and the tax service system is not perfect.In order to solve these problems,grass-roots tax authorities should take measures from the following four aspects: strengthening the construction of tax personnel,strengthening tax publicity and consultation,strengthening tax information construction,and innovating tax service management system and methods.Through these measures,tax service can be optimized,tax business environment can be created,taxpayer satisfaction can be improved,tax compliance can be effectively improved,and tax collection and payment relationship can be formed.This study can provide reference for other grass-roots tax authorities and improve the quality of tax service.
