The report of the 20 th National Congress of the Communist Party of China once again made a profound discussion and comprehensive deployment on promoting rural revitalization.In the context of the rural revitalization strategy,rural primary education,as a basic education,is increasingly valued for its teaching quality.Compared with urban primary schools,rural primary schools lag far behind in both hardware and software.The lack of educational resources and teaching facilities leads to a very low quality of education in rural primary schools,which is completely detrimental to the effective implementation of rural revitalization strategies.Therefore,exploring a way to improve the public service level in line with the rural education situation has become an important task at present.This thesis takes H County as the object to study its rural primary education public services.Firstly,the literature research method is used to summarize the research results of domestic and foreign scholars on rural education and public service.Based on the theory of public goods,the research core and theme of this thesis are determined.Secondly,through questionnaire survey,primary school teachers and students’ parents in 17 towns and rural areas of H County were investigated,and according to the survey results,problems existing in the public education services of rural primary schools in H County were summarized.It mainly includes three aspects: the financial input of education funds is more biased to urban primary schools,the layout structure and system of rural primary schools are not perfect,the construction of rural primary school teachers is not rational enough and unreasonable structural layout of rural primary schools.Further investigation reveals that the root cause of the above problems lies in policy and regulatory limitations,which have affected the investment and poor sense of access to rural primary school education funds,shaken the beliefs of rural primary school teachers,and lack of scientific adjustment policies hinders the optimization and integration of educational resources.Finally,in view of the above problems,combined with the theory of public interest to strengthen the performance of government functions,pay attention to the development of rural education;vigorously developing rural talent revitalization and enhancing the strength of educational teachers;scientific response to layout adjustment work,assisting in the optimization and integration of educational resources.The countermeasures to optimize the public service level of primary education in rural areas of H County from three aspects,including improving supporting education services and narrowing the gap between urban and rural education.With the rural revitalization strategy as the background,the analysis and research of rural primary education public services in H County is helpful to solve the practical problems of rural primary education public services in H County.At the same time,it will also help improve the education quality of rural primary schools in H County,narrow the education gap between urban and rural areas,and facilitate the revitalization of rural education,so as to realize rural revitalization and realize the Chinese dream of the great rejuvenation of the Chinese nation.
