China had completely solved the problem of absolute poverty and made great achievements in poverty control.In the new stage,the focus of poverty reduction has shifted from solving absolute poverty to preventing poverty return and tackling multidimensional poverty.Therefore,poverty alleviation is not the end,but a new starting point for continuous improvement of people’s livelihood.Basic public services are a major strategic measure taken by the state to fulfill the purpose of serving the people,the goal is to ensure that the benefits of reform and development are accessible to all individuals,leading to comprehensive human development.The promotion of equal access to basic public services has been a longstanding policy commitment of the state.Its purpose is to eliminate the gap in public services between urban and rural areas,between regions and between groups,realize urban-rural integration,improve the production and living environment of residents and improve the quality of life.The state has emphasized the importance of promoting common prosperity by ensuring equal access to fundamental public services.From a national policy perspective,the primary goal of achieving common prosperity is to alleviate poverty,and its path is equalization.The analysis reveals that basic public services and poverty management share many similarities and are closely interconnected.As the need for transforming government functions increases,there has been a greater focus on providing basic public services.This is especially true after the successful completion of the building of a moderately prosperous society in an all-round way and the 20 th National Congress of the Communist Party of China.Among them,the equalization of public service is a hot research topic.Scholars are committed to exploring the relationship between equalization and poverty management in the new stage or between equalization and common prosperity,and urban and rural areas are more important fields to study the above issues.Based on the above reasons,the research question of this paper is put forward: In the new stage of the transformation of poverty management focus and the new journey of promoting common prosperity,can the equalization of basic public services in urban and rural areas reduce poverty? What is the poverty reduction effect? What is the logic of poverty reduction?This paper utilizes data from the Chinese Family Panel Studies(CFPS)to examine the equalization of basic public services in both urban and rural areas,and uses entropy weight TOPSIS analysis,entropy function method and A-F multidimensional poverty index to evaluate the level of basic public services provided in both urban and rural areas,as well as the degree of multidimensional poverty present in these regions.Tobit model was constructed to explore the relationship between equalization of basic public services and poverty reduction in urban and rural areas through data regression and logic analysis.Finally,by sorting out the content of the full text,the author draws policy inspiration from the need to consistently provide basic public services in both urban and rural areas to promote poverty reduction and equalization,and introduces the shortcomings and future prospects of this study.The main research conclusions are as follows: Firstly,there is a small equalization index of basic public services between urban and rural areas,resulting in a low degree of equalization,there is still a significant disparity in the provision of basic public services between urban and rural areas.Secondly,from 2010 to 2018,the multidimensional poverty status of the whole country and provinces showed a downward trend,despite progress,there remains a significant disparity between regions and provinces,with the multidimensional poverty index increasing successively in the eastern,central,and western regions.Thirdly,the equalization of basic public services in urban and rural areas and the equalization of education and culture,medical and health care,social security and public facilities can significantly reduce poverty at the 1% level,equalizing basic public services in both urban and rural areas has been proven to be an effective measure in controlling multidimensional poverty.Fourthly,achieving equalization of basic public services in both urban and rural areas can lead to improvements in social,economic,and ecological dimensions,ultimately resulting in multidimensional poverty reduction.by improving human capital,raising the economic level and improving the ecological environment.
