| In recent years,China has achieved remarkable results in poverty alleviation,eliminating overall and absolute poverty among regions and making great contributions to the international poverty cause.However,the elimination of absolute poverty does not mean the end of poverty alleviation,and how to alleviate multidimensional poverty is still an urgent problem to be solved.With the deepening of government work and the continuous improvement of basic public services,the relationship between basic public services and multidimensional poverty has become a hot topic in the academic field of poverty research.Therefore,this paper attempts to discuss the basic public service level of ascension to improve multidimensional poverty,based on the perspective of basic public services and individuals,from the level of health,education,income,employment four dimensions multidimensional poverty in five aspects,further found that its improvement effect and mechanism of heterogeneity.Combined with the data of 2018 Chinese family tracking survey,using PSM and mediating effect model,this paper tries to find promoting the development of basic public services is conducive to alleviating the current situation of moderate(two-dimensional)multidimensional poverty,but it cannot effectively improve the current situation of mild(one-dimensional)and deep(three-dimensional)multidimensional poverty.The accessibility of basic public services can reduce the probability of falling into moderate multidimensional poverty,but increase the probability of falling into mild multidimensional poverty,this may be because the improvement of welfare level to some extent encourages individual inertia,leading to individual reluctance to invest more labor.Basic public services have the influence mechanism of improving personal income to improve multidimensional poverty,but there is heterogeneity in different poverty depths and different regions.Based on this,this paper puts forward the following suggestions:(1)Establish a unified multidimensional poverty identification system and build a dynamic monitoring platform.It is suggested that the government can issue policy documents on multidimensional poverty and form a unified multidimensional poverty recognition system,at the same time,build a dynamic poverty monitoring platform using intelligent and data technology,helping the government keep track of the situation of poor people and people returning to poverty in the first place,in order to avoid the occurrence of help dislocation;(2)Promote the development of basic public services and make them more accessible,we will effectively improve the living environment of the poor and meet their basic needs;(3)Establish a system of basic public services in light of local conditions,combine basic public services with targeted implementation,effectively coordinate the rural vitalization strategy;(4)By improving the implementation system for equal access to basic public services and formulating policies and systems favorable to less-developed areas,we can promote equal access to basic public services and narrow the gap between regions,strengthening the effectiveness of poverty reduction. |
