| On February,2021,General Secretary Xi Jinping solemnly declared at the national Poverty Alleviation Review and Commendation Conference that China has won an overall victory in the battle against poverty and accomplished the arduous task of eradicating absolute poverty.However,poverty is a dynamic and relative concept that will persist in human society for a long time.The elimination of absolute poverty shows that we have achieved victory in the current stage of poverty control,and the work of poverty alleviation will continue.Facing the future,China’s poverty alleviation will face significant changes: rural poverty will enter a new stage dominated by secondary and relative poverty,and China’s poverty alleviation work will transform from realizing "two and three guarantees" to coping with and alleviating unbalanced and inadequate multi-dimensional relative poverty.It can be seen that rural areas are still an important link of anti-poverty governance in the future,and it is an inevitable trend to measure rural poverty from multiple dimensions.How to realize the new stage of poverty(to redefine)and how to measure the new stage of poverty to make sure the new measure,is to address the issue of 2020 China rural poverty need to study at the top of the agenda,and recognition to realize common prosperity of the rural weak group,and the important basis of new phase corresponding to poverty reduction policy.This paper will focus on answering the above two questions and clearly put forward the need to use "multidimensional relative poverty" to define and measure rural poverty in the future.This paper gives the definition of multidimensional relative poverty in rural China from three aspects of basic needs,basic abilities and basic rights,and constructs the index system of multidimensional relative poverty measurement in rural China including the above three dimensions.Using this index system,AF method and the data of China Household Tracking Survey(CFPS)in 2014 and 2018,the multidimensional relative poverty situation in Rural China is measured.Finally,it gives policy suggestions on how to tackle multidimensional relative poverty in rural areas and move towards common prosperity after2020.This paper finds that: on the whole,multidimensional relative poverty in rural China has been generally alleviated;By region,the overall situation of multidimensional relative poverty in rural areas of western China is relatively severe.In terms of provinces,the overall situation of multidimensional relative poverty in rural areas of individual provinces has deepened.Compared with previous studies,this paper expands the understanding of relative poverty,proposes a multidimensional analysis framework of "basic needs + basic capabilities + basic rights",and constructs an index system with three basic levels as first-level indicators.CFPS data are used to measure the multidimensional relative poverty level of rural areas at provincial level in China. |
