Research On The Execution And Optimization Of Comprehensive Land Consolidation Relocation Policy Across The Whole Region

Resettlement of residents is an important component of the "Rural Revitalization" strategy,which requires a large number of rural residents to change their familiar living environment and adapt to the changes in the new urban living environment by transforming their original living habits.Comprehensive integrated management of the whole region is a work that involves the overall planning of agricultural land,construction land consolidation,and rural ecological protection and restoration,with towns and townships as the basic implementation units.The policy implementation of resettlement is a key task in achieving comprehensive integrated management of the whole region.This article studies the implementation of the resettlement policy in Zhuhu Farm,Xiaonan District,Hubei Province,which became one of the national land comprehensive improvement pilot units in 2020,and carried out a series of specific resettlement implementation measures locally.In 2020,Zhuhu Farm introduced the "Implementation Plan for the Comprehensive Land Consolidation Project of Xiaonan District Zhuhu Office(2020-2023)",which provides a detailed practical plan for the local spatial distribution,infrastructure,and industrial upgrading aspects of the policy.This article uses the Smith model to analyze the implementation of the resettlement policy in this area from four dimensions: policy framework,implementation agencies,target groups,and environmental factors.The target group of the policy is the local residents of Zhuhu,and this article conducts a detailed investigation of the residents’ policy satisfaction through both questionnaire surveys and interviews.Based on Maslow’s hierarchy of needs,this article also examines the changes in the residents’ living standards before and after the implementation of the resettlement policy,including family income,food,clothing,housing,transportation,education environment,and health and hygiene.The implementation of the 2020-2023 resettlement policy for local residents is evaluated based on the residents’ policy satisfaction and living standards,and suggestions are made for future policy implementation.Overall,the implementation of the resettlement policy in Zhuhu Farm has achieved significant results,with the residents’ living standards effectively improved and land resources better utilized and protected.However,there were also some problems in the implementation process,such as inadequate policy publicity and insufficient execution supervision.Therefore,in the future comprehensive land consolidation work,it is necessary to continue to deepen the publicity and promotion of policies,strengthen execution supervision,improve the policy execution mechanism,and ensure the effective implementation and sustainable development of policies.
