How Effective Village Bay Governance Is:Thinking From The Perspective Of Governance Unit

With the deepening of rural revitalization,a large number of national and social resources have sunk into rural areas,laying a solid material foundation for rural development,construction and governance.In order to make full use of the resources sent to the countryside,an effective rural governance system must be established to maximize the benefits of resource utilization within the effective governance unit.For a long time,administrative villages have been the main unit to undertake resources sent to the countryside and allocate resources with the superior government.The lack of corresponding autonomy also leads to a certain degree of dislocation or dislocation of resource allocation,which reduces the effectiveness of resources sent to the countryside.In order to effectively meet the needs of rural areas,it is necessary to change the original top-down allocation of resources,respect the main position of the people,organize the villagers in an effective governance unit,fully absorb the opinions of the villagers,and participate in the coordinated utilization of resources,so as to give play to the governance effect of resource allocation,and further promote the modernization of rural grass-roots governance.Thus,a new model of rural governance with village bay as the main unit of rural grass-roots governance is explored.In this paper,Xiaojiazhou Village,Jiayu County,Hubei Province,is selected as a case study.Through a 20-day survey in the village,the author understands the process of coordinating the utilization of resources sent to the countryside through participatory observation.The author finds that,driven by both internal and external factors,Xiaojiazhou village gradually establishes village bay as the main unit of rural grass-roots governance,and takes village bay as the effective unit of resource allocation,which stimulates the governance effect of resource allocation,forms a new model of village bay governance,and improves the effectiveness of rural governance.On the basis of in-depth interviews with local villagers and village cadres,the background of implementing village bay governance in Xiaojiazhou Village is comprehensively analyzed,revealing the practical necessity and conditional feasibility of village bay governance,and taking Chenjiabao village bay as the main research object,the in-depth analysis is carried out to further clarify the whole process of implementing village bay governance.As one of the five villages and bays in Xiaojiazhou Village,Chenjiabao established a "trinity" governance organization by integrating existing governance resources,relying on the Party building,established a "three-in-one integration" governance system,made clear the "four-level linkage" governance mechanism,formed the mutual connection of multiple governance subjects of village-bay-group-household,and finally determined the basic framework of village and bays governance.Under the basic framework of village-bay governance,Xiaojiazhou village has realized effective overall utilization of the resources sent to the countryside,formed decision-making collusion,promoted development and co-construction,stimulated the construction of co-management,promoted the joint evaluation of the effect and realized the sharing of results.The internal mechanism lies in the diversified enabling of village-bay governance,which fully stimulates the enthusiasm of various governance subjects and improves the participation of rural grass-roots governance.By taking village bay as the main unit of rural grass-roots governance,it overcomes the imbalance and failure of resource allocation caused by too large administrative villages,and also solves the scattered resource allocation and low energy caused by too small village groups,and effectively responds to the new requirements put forward by a large number of resources sent to the countryside for rural grass-roots governance units.At the same time,with village bay as the unit and the guidance of Party building as the means,it shows the strong vitality and creativity of village bay governance by integrating rural governance resources,and points out the direction for the development of rural grass-roots governance activities in the later period.
