Study On The Path Of Normal Governance Of Rural Civilization

The construction of rural civilization has been highly valued by the Party and the state.Based on the achievements of building a moderately prosperous society in all respects and poverty alleviation,the pace of spiritual civilization construction in rural areas obviously lags behind economic construction.The backward construction of spiritual civilization causes farmers’ spiritual and cultural needs can not be effectively satisfied.In the past,rural areas had poor overall quality of farmers,single cultural activities,bad customs and some old rules and bad habits.In recent years,the problems of rural family relationship contradiction,weddings and weddings,funeral and poor care are becoming more and more prominent.It is high time to carry out the construction of rural culture.How to promote the construction of rural culture is the focus of this paper.This paper takes the construction of rural civilization in Z village of Henan Province as the research object,starts from the perspective of normal governance theory,traces the whole process of the construction of rural civilization through field interviews,that is,from scratch to existence,from simple to complex,from ineffective to effective and long-term promotion,reveals the operation logic of the construction of rural civilization in Z village,and analyzes the reasons for the remarkable achievements of the construction of rural civilization.Excavate the experience enlightenment that can be used for reference.As a way of grassroots governance,campaign governance carries out irregular work and short-period governance,resulting in the effectiveness of the construction of village style civilization,which treats the symptoms rather than the root causes,loses the trust of villagers,and the effectiveness of governance rebounds,making it difficult to push forward the construction of village style civilization.In order to overcome the disadvantages,Z village in Henan Province laid the organizational foundation for the normal governance of village style civilization by mobilizing the masses,perfecting the organization and optimizing the system.The effective operation of organizations is the key to normal governance.The grass-roots Party organizations and the "five committees and one group" lead the construction of village culture and have formed a cooperation mechanism of diversified governance,an institutional mechanism of co-existence of power and responsibility,a long-term mechanism of governance innovation,a guarantee mechanism of external expansion,and a supervision mechanism of multiple constraints.Coordinated and orderly operation of these mechanisms will promote the construction of rural culture from simple to deep,long-term and efficient.Highlight its characteristics,the stability of the organization setting,the continuity of the work content,the continuity of the duration and the long-term effect of the mechanism.Through normal governance,the construction of rural culture has achieved remarkable results.Remolding rural style and activating endogenous power of rural governance;Long-term promotion,rural civilization effect of both symptoms and root causes;Multiple incentives,normal governance endurance significantly improved.It is found that the content and goal of the construction of rural civilization determine the long-term nature of the construction of rural civilization,and the process of realizing it is difficult.The long-term and arduous nature of the construction of rural civilization determines the need to establish a normal governance mechanism.The practice paths for the normal governance of rural civilization include: establishing and improving the organizational system that meets the needs of the normal governance,promoting the standardization of the construction of rural civilization,institutionalizing,mobilizing the active,extensive and orderly participation of the villagers,guaranteeing the sufficient and effective input of governance resources,and improving the dynamic compensation mechanism that combines endogenous and exogenous injection.All these factors jointly promote the long-term development of rural civilization construction.
