Research On The Problems And Countermeasures Of Urban Rail Transit Safety Management

In recent years,the rapid development of rail transit in has gradually formed a wide coverage and large operating volume rail transit network,which has also posed serious challenges to its safety management.In response to the safety management of rail transit,the government has not only issued policy regulations to promote standardization and rationalization of management,but also established relevant institutions for macro control and implementation supervision.However,safety incidents are still occurring,and it is urgent for the government,enterprises,and citizens and passengers to fully cooperate and coordinate with each other to implement the safety management of rail transit and identify safety hazards,in order to promote the steady development of the city’s rail transit safety.This article takes the new public management theory and crisis management theory as the theoretical basis for research,combined with the actual situation of C city’s rail transit safety management,from the perspective of the government,rail transit enterprises,and citizens’ passengers,analyzes the potential problems through questionnaire survey results,provides corresponding countermeasures and suggestions,and provides reference opinions for research content such as the government’s safety management system,enterprise safety management methods,and the cultivation of citizens’ safety awareness.The survey results indicate that:(1)there is insufficient experience in rail transit safety management.There are situations in C city’s rail transit,such as short development time,fast growth rate,and inconsistent safety management methods among various enterprises.(2)Insufficient awareness of enterprise crisis management.It is particularly important to strengthen the enhancement of safety management capabilities and crisis management awareness in enterprises due to the standardization of safety drills and the weakening of safety awareness among senior employees.(3)Insufficient safety awareness among citizens and passengers.There is a common situation in C city where citizens are unaware,indifferent,and do not cooperate with rail transit safety management.Therefore,it is urgent to focus on improving and cultivating citizens’ awareness of safe travel among passengers.(4)Insufficient management and supervision by third-party and higher-level departments.Due to the different management methods,standards,and monitoring methods adopted by multiple industries and companies,there are situations where each plays its own role and takes the lead in handling,which can easily lead to regulatory gaps and responsibility loopholes.Finally,based on the above questions and questionnaire survey results,conclusions and relevant countermeasures and suggestions were proposed from four aspects: government,rail enterprises,citizens and passengers,and multi-party collaboration.
