Since the reform and opening up,my country’s urbanization process has continued to advance efficiently,and social and economic achievements have been obvious to all.my country’s urban modernization provides people with colorful life and efficient and convenient services,but at the same time,due to the influx of a large number of people in the process of urbanization,the urban ecology has undergone great changes,and due to the complex activities and dense buildings in modern cities.It has become a very large and complex system.This is actually a process of breaking the rules of nature,and the fragility and various security risks inherent in the urban system are becoming more and more prominent.In this context,the inherent governance method dominated by "rigid disaster resistance" has been difficult to deal with the current urban public safety risks that are very concealed and complex.This is where the idea came into being.In the new era of building resilient cities,urban public transportation safety issues often bring extremely serious loss of life and property and adverse negative impacts,which also brings great challenges to the government’s emergency response.As an important part of modern urban infrastructure,urban rail transit’s safe and stable operation is closely related to the overall public safety of the city,which is more prominent in specific urban rail transit safety accidents,such as the "Zhengzhou Metro Line 5" incident etc.,which reflects the lack of overall resilience and risk prevention of urban rail transit.Based on the theory of resilience governance,risk governance and collaborative governance,this paper selects Fuzhou Metro Line 1 as the research object for in-depth analysis.The current status of operation safety risk prevention and control of the line,so as to further refine relevant experience,discover the problems and the reasons behind them,and refer to the experience and practices of advanced domestic cities Beijing,Shanghai,and Shenzhen in the management of urban subway operation safety risks.,combined with the actual selection of Fuzhou Metro Line 1 from the four dimensions of institutional resilience,social resilience,organizational resilience,and technical resilience to build an urban subway operation safety risk governance framework,and put forward countermeasures and suggestions for solving the existing problems of Fuzhou Metro Line1,mainly: From "institutional resilience,boosting the effective implementation of long-term governance mechanisms;social resilience: consolidating the foundation of risk prevention and control governance;organizational resilience,improving the execution efficiency of risk prevention and control;technical resilience,optimizing the ability to identify risk sources for risk prevention and control".This paper discusses the dimensions of the discussion,in order to provide ideas for the realistic path of future urban subway operation safety risk management,so as to gradually realize the improvement and perfection of the urban subway operation safety risk management system. |
