Study On The Improvement Of Community Correction Quality In Mianzhu City Under The Background Of Modernization Of Community-level Governance Capacity

On April 28,2021,the Central Committee of the Communist Party of China and the State Council issued The Opinions on Strengthening the Modernization Construction of Community-level Governance System and Governance Capacity.How to modernize community-level governance capacity has been a research focus in the field of public management.Community correction was born in response to the requirements of leniency of execution and saving judicial costs,and it has now become an important part of the community-level governance system.How to improve the quality of community correction to meet the requirements of the modernization of community-level governance capacity has become an urgent problem in the field of public management.This paper took the modernization of community-level governance capacity as the background and took the requirements of community-level governance capacity modernization as the goal of community correction quality improvement.Taking the community correction in Mianzhu City as the research object,this paper discussed how to improve the quality of community correction.The institutionalization of public power operation,democracy,rule of law,efficiency and coordination,which should be met by the modernization of governance system and governance capacity,were taken as the measurement dimensions of community correction quality.With the help of the three theories of new public management,collaborative public management,and social support,the problem of improving community correction quality in Mianzhu City was systematically studied through interviews,questionnaires,and induction and deduction,providing experience reference for the modernization of grassroots governance capacity.The study found that there were five major problems in community correction in Mianzhu City,such as poor operation of public power,insufficient sense of democratization,insufficient foundation of rule of law,low work efficiency,and insufficient coordination of social organizations.After in-depth analysis,it was found that the causes of these problems were related to the insufficient provision of special funds,the insufficient protection of human resources,the imperfect law security system,and the lack of attention of local leaders.In view of the problems and reasons analysis,this paper put forward four countermeasures and suggestions to improve the quality of community correction,including increasing the funding guarantee of community correction work,strengthening the construction of community correction workers,improving the law security system of community correction,and strengthening the publicity work of community correction.
