The Research On Community Correction Of Huaiyin District,Jinan City In The Perspective Of Cooperative Governance

Community correction is to enable criminals who meet statutory conditions to perform punishment in the community.As a way to implement socialized punishment in comparison with imprisonment correction,it is being beneficially explored and practiced in China.Community correction,on the micro level,is aimed at correcting criminal ideological behaviors,preventing re-offenses,and helping corrective subjects return to society smoothly.At the macro level,it is to achieve order and safety of social governance and ensure the sustainability of social development."To build a social governance structure that builds a common governance and sharing",this important expression of the Party's Nineteenth Congress report pointed out the direction and tasks of improving the social governance system and mechanism.Under the background of the historic transformation of socialism with Chinese characteristics into a new era and major social conflicts,as an important part of social governance,community corrections should also follow the trend and jump out of the traditional ideas of the party committee and government to inspire social forces.To participate in community corrections,to further strengthen the cooperation between state agencies,social forces,and objects of correction,form a corrective cooperation system,and finally realize the original intention of setting up a community correction system is a major issue for improving the quality of corrections.From the perspective of innovative social governance,this paper attempts to use cooperative governance theory to explore the practice of community correction in Huaiyin District of Jinan City as an example to analyze the problems and causes of community-based correction and cooperation governance,and to integrate the experiences of advanced regions at home and abroad.Enlightenment,in order to optimize China's community correction and cooperation governance put forward some shallow suggestions.In the process of elaboration,the paper is discussed from five perspectives.The first part is the introduction part,which mainly discusses the overall background,practical significance and relevant literature and materials of this paper,the second is the introduction of the content and characteristics of community correction and governance,and laid the full text of Theoretical basis;third is to analyze the practice of community correction and cooperation governance in the United States,Japan and the United Kingdom and provide experience for our country;Fourth,based on the theory,take Huaiyin District of Jinan City as an example to analyze the experience of community correction and governance in practice.Characteristics,causes of problems,and finally,from the renewal of ideas,the ideological consensus of coordinating governance mechanisms for community corrections,institutional design,and the legal framework for improving the cooperative governance mechanism for community correction;methodological innovation,integration of the resources of all parties involved in community correction and governance mechanisms,etc.,Proposing countermeasures and suggestions to optimize the cooperation and governance of community corrections.Due to the limitations of the thesis framework and empirical cases,as well as the limitations of the author's own capabilities,further demonstration and deepening of practice are still needed.
