| With globalization and economic development,the rapid growth of the tourism industry,the continuous increase in international passenger traffic,and the unpredictable international situation,collaborative governance among various departments in the entry and exit clearance of air ports has become an inevitable trend.As an important node of the "the Belt and Road",Dunhuang Mogao Airport Port is one of the important channels to strengthen economic exchanges such as international logistics on land in the west.Since the opening of Dunhuang Mogao Airport Port to the outside world,we have been committed to establishing an airport port management mechanism,improving the level of port management and service quality,promoting the construction of port passenger entry and exit infrastructure,and achieving certain results in airport port operation.However,due to the fact that the airport port is located inland,with weak infrastructure and low passenger flow,there are still many problems in fully utilizing port functions,departmental coordination,resource allocation,and other aspects,resulting in low efficiency of entry and exit customs clearance for passengers at the airport port,low experience of customs clearance,and significant room for improvement in airport port management.In order to better play the strategic role of Dunhuang City in the "the Belt and Road" initiative,further strengthen the coordinated management level of inbound and outbound customs clearance of passengers at Dunhuang Mogao Airport,it is important to take port operation as a systematic work and enhance the competitiveness and attractiveness of ports.The research is based on the SFIC model,combined with previous literature research and the current situation of Dunhuang Mogao Airport Port,to design a survey questionnaire.Based on the data and information collected from the survey questionnaire,this study analyzes the problems and reasons of passenger entry and exit customs clearance collaborative governance from five aspects of collaborative governance theory: collaborative motivation,institutional design,external environment,catalytic leadership,and collaborative results,and proposes targeted optimization suggestions.The research conclusions mainly include:(1)The problems of collaborative governance include the lack of cultural construction and mission promotion within the organization,the overlapping and blurry delineation of work responsibilities among various departments,incomplete and unreasonable factors in the organizational structure of the deliberation,rigid customs clearance mechanisms,personnel professional ability evaluation and training,and other issues.(2)The reasons for the above problems include excessive negative collaborative drivers,imperfect collaborative governance systems,lack of catalytic leadership,low sensitivity to external environments,and unclear driving effect of collaborative outcomes.(3)Based on the above conclusions,corresponding optimization suggestions are put forward,mainly including strengthening the overall planning at the system design level,synchronously promoting the linkage of various departments,strengthening supervision and assessment management,relying on and serving the "the Belt and Road" initiative of Dunhuang. |
