The RCEP is a regional trade agreement signed by 15 countries including 10 ASEAN members,China,Japan and the ROK.It is the world’s largest free trade area with the largest population and economic scale,and has huge potential for development.Customs clearance facilitation is an important link in promoting interregional trade facilitation.RCEP absorbs and draws lessons from the provisions on customs clearance facilitation such as the Kyoto Convention,the WTO trade facilitation agreement and the trans Pacific Partnership Agreement,and puts forward some advances on the basis of the internationally accepted advanced customs clearance system in combination with the current situation and needs of modern customs development.The implementation of RCEP customs clearance facilitation rules in China has the problems of lack of systematization of customs cooperation,imperfect port customs clearance cooperation mechanism and absence of customs clearance facilitation rules in the field of cross-border e-commerce.By comparing and drawing lessons from international standards and starting from the reality of China’s development,this paper puts forward three suggestions for the full implementation of RCEP customs clearance facilitation rules in China:first,improve the customs system,improve the active disclosure system of customs law enforcement,and speed up the establishment of an integrated customs cooperation model;Second,optimize the existing coordination mechanism of port customs clearance,including improving the legal status of port customs clearance coordination policy,improving the level of customs information management,and implementing comprehensive supervision of port customs clearance;Third,formulate cross-border e-commerce rules in line with international standards,including avoiding the setting of barrier rules,improving the formulation of relevant rules,and optimizing and integrating the digital supervision system.
