With the wheel of history rolling forward,the revolution of the world’s new military and the revolution of the information-oriented war form are both accelerating.As China deepens the reform of national defense and army,the functions and missions of reserve forces have become more focused,their status and role have become more prominent,and their war preparation orientation has become more distinct.Reserve officers,who will play an irreplaceable role in the future military struggle,are not only the talent base for the construction and development of reserve forces,but also one of the sources for the wartime expansion of the active forces and the replenishment of the officer ranks.Since February 2017,a reserve force stationed in Hunan was transferred to the leadership and management of the army under the PLA Southern Theater Command.Since the transfer,the force has been in the transitional period of reform until June 2020,when the CPC Central Committee issued “The Decision on Adjusting the Leadership System of the Reserve Forces”.Starting from 00:00 on July 1,2020,the reserve forces have been fully integrated into the military leadership and command system,and the current dual military and civilian leadership has been adjusted to the centralized and unified leadership of the CPC Central Committee and the Central Military Commission,which marks the restart of the reform of the reserve forces.During more than four years since the reform,due to the lack of supporting measures,the imperfect working mechanism,the lack of rigidity of laws and regulations and the long wait caused by the delay of army reform,the construction and development of reserve forces,especially the incentive of reserve officers,faced contradictions and difficulties,resulting in the embarrassing situation of talent interruption,work chain interruption and operation interruption.In the process of reform,the transformation and development of reserve forces,whether the incentive measures can encourage reserve officers to perform their duties seriously plays an important role in giving play to their subjective initiatives and improving their work enthusiasm,which is related to the all-round construction and development of reserve forces.Starting with the incentives for reserve officers stationed in Hunan,this paper studies the basic concepts of reserve forces and the main incentive theories in west countries,as well as analyzes and compares the incentive management of reserve forces in seven countries,such as the United States,Russia,Germany,Japan,Israel,India and South Korea.On that basis,the questionnaire survey and the unstructured interview are used to analyzes the problems and causes of the incentive countermeasures for reserve officers of the reserve forces in Hunan.The survey data analysis combined with the interview results shows that: first,the current incentive measures for reserve officers implemented by the reserve forces in Hunan have a certain incentive effect,which is however not obviously enough to effectively stimulate the motivation of reserve officers to perform their duties.There are significant differences in the effect of current incentive measures on reserve officers who are in different age groups and in different time of joining reserve forces.The effect is also not same among the pre-appointed officers.The fact proves that there is a gap in the applicability of incentive measures to reserve officers with different characteristics.;Second,in view of the restrictive factors of reserve officers stationed in Hunan,it is further studied that the existing problems of incentive countermeasures are mainly focused on the unscientific training,assessment and evaluation as well as the obustructed promotion channels for post and military rank.Besides,they are not understood by all sectors of society and the people,and the soldiers’ unique sense of mission and honor are not enough.Third,in view of the highly important incentive factors for reserve officers stationed in Hunan,it is further analyzed that strengthening the assessment and evaluation of reserve officers,training and promotion,improving welfare benefits,and improving reward and punishment incentives can promote the performance of reserve officers.On the basis of analyzing and studying the problems existing in the incentive of reserve officers of a reserve force stationed in Hunan,combined with work practice,this paper puts forward the significance and standards of reserve officer assessment and evaluation in improving the assessment and evaluation of reserve officers,improves the scientific level of reserve officer assessment and evaluation,and strengthens and expands the function of reserve officer assessment and evaluation;In terms of improving the education,training,selection and promotion of reserve officers,it is proposed to strengthen ideological and political construction,build a solid ideological foundation,broaden training channels,deepen the reform of training work,do a good job in the selection and allocation of reserve officers with high standards,and standardize the promotion of reserve officers’ positions and ranks;In terms of improving the protection of the rights and interests of reserve officers,it is proposed to protect political treatment,improve economic treatment,study and formulate a scientific and reasonable rights and interests treatment system,and pay attention to internal fairness;In terms of improving the reward and punishment measures for reserve officers,it is proposed to unify spiritual reward and material reward,make good use of typical incentive methods,establish and improve the accountability mechanism and a series of targeted and operational specific countermeasures,so as to change the current situation that the incentive effect of reserve officers is not strong to a certain extent.
