A Study On The Problem Of The Emergency Teams Of Reserve Forces Participated In The Shenzhen’s Public Crisis Management

China is at a critical stage of social transformation,with complex international relations,increasing domestic instability,deteriorating ecological environment,frequent natural disasters and a high incidence of various public crises.As reserve forces with dual functions of responding to emergencies in peacetime and wartime,its Emergency Teams have been frequently dispatched to complete emergency tasks in recent years.People pay more and more attention to the forces like the militia and Reserve Forces,which involved in the emergency management of public crisis.The participation of the Emergency Teams of Reserve Forces in local public crisis management is an important way to respond to multiple security threats and accomplish diversified military tasks in peace time.And it is a major issue with directional and overall significance in the national strategy of civil-military integration and the theory.The Emergency Teams of Reserve Forces is jointly led by the military and local governments.And as an important force participating in public crisis management,it should take an active part in the handling of natural disasters,accidents,public health,social security and other emergencies to protect the safety of people’s lives and property.This paper mainly adopts the literature research method and case inquiry method.First,from a theoretical point of view,the relevant concepts of the emergency unit of the reserve force and the related theory of collaborative governance are elaborated,and the emergency unit of the reserve chemical defense team participates in the landslide of the Guangming New District.Cases such as the accident rescue operation and the special task of epidemic prevention and elimination in Shenzhen North Station analyzed the status of the reserve force emergency unit participating in the Shenzhen public crisis management.After that,it sorted out the problems existing in the system construction,laws and regulations,military-military linkage system,and emergency response capabilities of the emergency reserve units of the reserve forces participating in the local public crisis management,and found out that the military input is insufficient,the ideological and political education is lacking,and the actual training is insufficient.,The reasons for the lack of strong propaganda.Finally,taking this as an entry point,the countermeasures and suggestions of the reserve force emergency units participating in Shenzhen ’s public crisis management were put forward: improve the system construction of military-municipal cooperative governance,improve the laws and regulations of military-municipal cooperative governance,establish and improve the military-municipal linkage mechanism,and constantly Improve the level of emergency capabilities.This article has a certain reference role to promote the emergency detachment of reserve forces to participate in local public crisis management and promote the development of national security and stability.
