| Innovation in rural governance is an important element of China’s rural revitalisation,and it is a necessary path to modernise China’s rural governance system and governance capacity.In the report of the 20 th Party Congress,it is clearly proposed that we should continue to improve the grassroots governance platform with grid-based management,refined services and information support.It can be seen that grid-based governance is an important deployment to further refine and improve the rural governance system and to open up the last kilometre of rural governance after China has achieved the great victory in poverty eradication.This paper combines relevant literature to explain the definition of grid as well as grid-based governance,and defines the scope of rural grid-based governance in this paper.At the same time,based on the ideas of the theory of interaction,communication and integration,the theory of collaborative governance and the theory of seamless government,it points out how grid-based governance can promote interaction,communication and integration among various ethnic groups,how the participation of multiple subjects can better realise collaborative governance,and how the use of information technology can achieve more efficient communication among government departments and more accurate service to rural residents,so as to seek theoretical support for grid-based governance.The theoretical support is sought.On the basis of the above definition and theory,this paper takes the case of rural grid-based governance in J township of Qianxi Southwest China,and adopts the methods of literature research,questionnaire survey and in-depth interview to analyse the grid-based governance in J township.Through interviews with grid management staff at the township,village and basic grid levels,rural level grid members and villagers,combined with the distribution of questionnaires.A comprehensive and in-depth picture of grid-based governance in the area is carved out,and the initial results achieved are summarised and sorted out.Under the guidance of the relevant national policy objectives,and in comparison with the practice of grid-based governance in J town,the main problems in grid-based governance in J town are pointed out: the tendency of administrativeization is more obvious,the construction of information platform is lagging behind,the guarantee mechanism is not sound and the function of multiple governance subjects is insufficient.The main reasons for this are:government functions and traditional governance concepts have not been transformed in time,limited financial investment has led to a low level of information technology,and the foundation of rural self-governance is generally weak.To solve the above problems,the author tentatively proposes some thoughts on improving rural grid-based governance: innovating the current governance methods around the concept of grid-based governance,optimising the construction of grid-based platforms,improving the guarantee mechanism for talents and funds,and improving the multi-governance team,with a view to providing reference for the optimisation and upgrading of grid-based governance in townships and below,and contributing to the modernisation of rural governance system and governance capacity. |
