Study On The Function Mechanism Of Party Leadership In State-owned Enterprises In The New Era

In the new era of state-owned enterprises to comprehensively adhere to and strengthen the leadership of the Party,is the "comprehensive strict governance of the Party" and "comprehensive deepening of reform" strategy.Since the 18 th National Congress of the CPC,socialism with Chinese characteristics has entered a new era,and the reform of state-owned enterprises has also entered a deep water zone and a period of difficulties under the background of the continuous progress of China’s comprehensive deepening of reform.To ensure the smooth progress of the reform of state-owned enterprises,the leadership of the Party,as an important guarantee,can only be strengthened,not weakened.The leadership of the Party should be integrated into every link of the development and governance of the company and play its due role.At the same time,the study of this subject is of great significance for upholding the Party’s leadership and strengthening the Party’s construction in the new era.Centering on this topic,this paper adopts literature research method,investigation method,theory combining practice method,case study method and other working methods to explore from the following four aspects:The first part discusses the basic connotation and theoretical basis of the Party’s leadership in state-owned enterprises.First,clarify the meaning of state-owned enterprises;The second is the historical exploration of the development of the Party’s leadership system in state-owned enterprises,which includes the following three stages: the stage of factory director responsibility under the leadership of the Party Committee,the stage of Party organizations playing the role of political core under the socialist market economy system and the stage of Party organizations playing the role of leadership core in the new era.The second part expounds the necessity and main effect of strengthening the leading role of the Party in state-owned enterprises in the new era.First,it discusses the necessity of giving full play to the leading role of the Party in state-owned enterprises,including the internal requirements of the modernization of the national governance system and governance capacity,the fundamental requirements of upholding and strengthening the Party’s overall leadership of state-owned enterprises,and the fundamental guarantee of deepening the reform of state-owned enterprises.The second is to discuss the main effects of exerting the leadership role of the Party in state-owned enterprises.This part takes Z company as an example,and through practical investigation,the following three effects are obtained: further integrating the Party organization into corporate governance,leading the high-quality development of enterprises,and consolidating the leadership position of the Party in state-owned enterprises in China.The third part builds the leading mechanism of the Party in the new era of state-owned enterprises.First,clarify the three goals of the Party’s leading mechanism in state-owned enterprises: clarify the legal status of the Party organization in the governance structure of state-owned enterprises,clarify the responsibilities of the Party organization in state-owned enterprises,straighten out the relationship between the Party organization and other governance subjects in state-owned enterprises;The second is to sort out the main framework of the Party’s leading mechanism in soes,including : forming soes must strengthen the ideological identity of the Party’s leadership,giving play to the Party organization’s leading role in the selection and employment of soes,building the internal supervision system of soes,and establishing the corporate governance structure reflecting the Party’s overall leadership over soes.The third part is to analyze the problems existing in the leading mechanism of the Party in state-owned enterprises,which mainly include: the effective integration of the Party organizations of state-owned enterprises into the governance structure of the enterprise legal person,the effective participation of the party organizations of state-owned enterprises in major decision-making,and the continuous strengthening of the party organizations of state-owned enterprises.The fourth part puts forward the countermeasures and suggestions to strengthen the leading role of the Party in the state-owned enterprises in the new era.First of all,we should promote the integration of Party organizations in state-owned enterprises into the corporate governance structure,second,we should strengthen the institutional guarantee that party organizations participate in the decision-making of major issues in state-owned enterprises,and finally,we should improve the construction level of party organizations in state-owned enterprises.Through the implementation of the above measures,state-owned enterprises can better adhere to and strengthen the overall leadership of the Party.
