| "13th Five-Year" period,is the national implementation of the five major development,the completion of a comprehensive well-off society in the decisive stage.As the lifeblood of our national economy,the healthy development of state-owned enterprises has provided a very important economic base and class foundation for our country to realize the goal of "two years of one hundred years".At present,the state-owned enterprises are in an important period of deeply reforming and transformating,Party members and leading cadres in enterprises play a very important role in promoting enterprise reform.In order to better cope with the new situation and new tasks,enhancing the leadership of party members and leading cadres of state-owned enterprises has great significance.This paper is based on the comprehensive analysis of the leadership at home and abroad.Based on the theory of leadership,combined with the literature materials and some individual research results of state-owned enterprises in the past year.after presenting the basic connotation of the leadership of party members and leading cadres of state-owned enterprises,the paper then presents the problems of leadership of party members and leading cadres of state-owned enterprises in China and the reasons for these problems.Finally the paper puts forward the countermeasures to improve the leadership of party members and leading cadres of state-owned enterprises to solve the problems.The first section of the first chapter of this paper,from some basic concepts,discusses the significance of the leadership of party members and leading cadres of state-owned enterprises.In second section,third section and fourth section,the author discusses the characteristics,influencing factors and measures of the leadership of party members and leading cadres of state-owned enterprises.These all are theoretical preparation for the following discussion.This paper holds that the leadership of party members and leading cadres of state-owned enterprises is based on the requirements of values of the Communist Party of china.Therefore,the focus of the second chapter is a detailed discussion of the values and specific construction of the leadership of party members and leading cadres of state-owned enterprises.In this process,the paper think that the leadership of party members and leading cadres of state-owned enterprises is under the guidance of the some core values and contain several abilities.For each ability,the paper give futher explanation in the aspect of their meaning,content and the principle of details.The third and the fourth chapter are the key parts of this paper.The third chapter focuses on the current problems of the leadership of party members and leading cadres of state-owned enterprises and the specific reasons for these problems,which provides a realistic basis for the policy recommendations of the fourth chapter.The fourth chapter uts forward some countermeasures to enhance the leadership of party members and leading cadres of state-owned enterprises.For example:constructing guarantee system and enhancing the leadership play for the idea and so on.Although the current academic research on leadership is very rich,but the research on the leadership of party members and leading cadres of state-owned enterprises is very few.Therefore,this article’s highlights and innovations is the Party construction point view and the discourse system of Party construction.Making explanation,systematically putting forward the connotation,analyzing the existing problems and putting forward specific solutions in order to achieve the purpose of ascending way. |
