Research On Rural Hollowing Governance Under The Background Of Rural Revitalization

At present,the city with its unique economic adsorption force,the pull of more employment opportunities,the gravity of the social security system,while making a large number of rural population concentrated rural-urban mobility,also makes a new social problem--the phenomenon of rural hollowing out.Although the existing practice has proved that the outward flow of rural population can provide manpower guarantee for the acceleration of urbanization,on the contrary,it will also cause problems such as the increasing lack of rural governance subjects and the serious backward development of rural industries.Under the circumstance of the dominant position of "small-scale peasant economy",the development of rural industries is in a "flagging" state.Under the action of a series of factors,the phenomenon of "hollowing" constantly appears in rural areas.Whether it is single type hollowing or multiple type hollowing,it is an important problem restricting rural development.At present,the solution of rural "hollowing" problem is an important issue to promote rural development,so the implementation of "hollowing" governance is an important link to solve the problem of rural "hollowing".As an important means to solve the problems in the field of rural governance,"hollowing" governance is an important part of the content of grass-roots governance.For a long time,the governance of China’s rural areas is mainly manifested as "dual-track governance",which is mainly manifested as government governance and grassroots autonomy.In the field of rural governance,government governance and grassroots autonomy have always been in a state of disharmony,either the government governance is excessive,or the grassroots governance is excessive,while the rural "hollowing" governance emphasizes the coordination and co-governance of various governance subjects,and hollowing governance is an effective practice to promote the "co-governance" of the government and autonomous subjects.With the theoretical support of rural governance theory,this paper selects the research object of K Township in Guizhou Province,focuses on the necessity and reality of implementing "hollowing governance" under the background of rural revitalization,and makes a targeted analysis of the current performance of the hollowing of K township and the mode and effect of hollowing governance.On this basis,this paper discusses the dilemma,causes and optimization path of rural hollowing governance.It is found that the implementation of rural hollowing governance is driven by the current practical needs of rural development and policies.The hollowing governance is conducive to promoting rural revitalization and realizing the goal of modernization of grass-roots governance,and is an effective response to policies.Based on the hollowing phenomenon shown in K Township,K Township at the present stage through improving infrastructure construction,introducing industrial development,creating unique culture and developing green ecology and other measures to carry out rural hollowing governance,under the implementation of existing measures,K Township hollowing governance has achieved certain results;In the process of hollowing out governance,it is restricted by economic,institutional,cultural,social and other factors,resulting in difficulties in population,industry,culture and public services in K Township.Based on the analysis of the causes of the existing hollowing governance dilemma,it is necessary to further explain from the governance subject,governance objective,governance process and other aspects,and put forward the path to achieve effective hollowing governance.
