Rural revitalization is a key issue in the process of China’s current development.In particular,since the general secretary of the Xi Jinping put forward the strategy of Rural Revitalization in report of the 19th National Congress of the Communist Party of China,the central government and local governments of all levels are focusing on how to realize rural revitalization,providing more welfare to farmers,these are also the major goals they are trying to achieve.In recent years,China’s vigorously implemented poverty alleviation policies have helped more farmers get rid of poverty and played a positive role in promoting the further development of rural areas.However,in order to guide the countryside to the track of sustainable and healthy development,we must attach importance to the endogenous power to stimulate the rural development,and the rural population,especially the young population,is the vital element to realize the rural healthy development.Nowadays,accompanied by the rapid urban development and accelerated wane of rural areas,China’s rural population,especially the young population,is gradually shifting from a low-demand basic survival stage to a high-level development stage in pursuit of quality living standards and conditions.The influx into cities and towns has led to a continuous decrease in the number of rural populations,especially the intensified evolution of the imbalance of the age structure of the rural population,that is,the "hollowing" out of the rural population.However,this has also provided a certain boost to the decline of rural development and will further promote the continuous expansion of urban-rural differences,which is detrimental to the overall harmony and stability of society.Therefore,in order to promote its sustainable and healthy development it is necessary to reduce the loss of rural population as much as possible,and to slow down and avoid the "hollowing" out of rural population.Only in this way can we stimulate the development momentum of rural areas,drive development in other areas,and enhance the rural development opportunities in the future.However,at the present stage,the thinking of rural hollowing is more inclined to the hollowing out of village settlement space,that is,the rural buildings continue to extend outward,and the old buildings in the village center tend to be vacant and abandoned.There are still few research results on the "hollowing" out of the rural population.This thesis focuses on the problem of the loss of rural population,especially the youth population,explores the internal causes of the"hollowing" out of rural population,and put forward relevant countermeasures From the government’s point of view,in order to provide new academic ideas For solving the "hollowing out" of rural population in Dalian.Based on the research results of other experts and scholars,this thesis first defines the concept of hollowing out of rural,especially the "hollowing" out of rural population,so that readers can have a clearer understanding and cognition of this.Then introduce the theoretical basis cited in the research carried out in this article,including public-choice theory,public governance theory,"push-pull" theory,and the academic thinking and research guidance provided by these theories to this research.Then,two administrative villages in Dalian city are selected as research objects and through the summary and sorting of the rural population structure and changes,the development status of the "hollowing" of the population is shown.On this basis,combined with field research,interviews,questionnaire surveys and other research methods,to find out the real situation and information From rural areas,and further from the actual situation of urban and rural development in Dalian and the perspective of individual rural youths,comprehensive exploration and analysis,and finds that the outflow of rural youth in Dalian is severe and that rural residents hold a positive attitude towards the phenomenon of population outflow.Under the influence of this kind of thinking,it is bound to aggravate the evolution of the problem of "hollowing out" of Dalian’s rural population,which will have a negative impact on the future development of Dalian’s rural areas.Therefore,it is pressing For government to solve this problem.The analysis concluded that there are multiple dilemmas such as the lack of social public service resources in the rural areas of Dalian,the failure of rural grassroots governance elite’s,the serious phenomenon of rural youth city complex,the weak development of rural industries,and the generally low agricultural income.Then combined with the "push-pull" theory,public choice theory,the field situation in the rural areas of Dalian and the ideological dynamics of young people,a comprehensive analysis of the causes of the"hollowing" of the rural population in Dalian From both urban and rural areas.This thesis argues that these causes are rooted in the absence of rural internal development impetus and the rural decline caused by the unbalanced allocation of government resources,and enlarge the disparity between them.Combining the theory of public governance and the actual development of rural areas in Dalian,the corresponding governance strategies are proposed.With the core theme of strengthening the rural public service system and the development of agriculture and industry in Dalian,it will enhance the potential of rural development,and provide sufficient attractiveness for attracting rural youth population and reducing population transfer,so as to relief the increasingly serious "hollowing" problem.Promote the integrated development of various regions in Dalian,and better implement the rural revitalization strategy.
